    The Finance and Regulatory Services Department is seeking an experienced Budget Manager that will work closely with the Financial Planning Director, agency leadership, embedded finance managers, and departmental directors and managers. This position will support the agency’s budget processes, prepare public budget documents, administer the budget legal and compliance rules, administer agency debt compliance, provide technical oversight of budget systems, and will work collaboratively with multiple departments. 
     
    As the Budget Manager you will
    • Organizes, manages, and administers the Agency’s annual budget, scheduled budget amendments, supplemental budgets, and prepares all supporting budget documents.
    • Develops the Agency’s budget calendar, establishes budget assumptions, guides the Agency’s budget process, prepares formal budget documents within the confines of Oregon budget law compliance, and prepare appropriate budget legal filings.
    • Develop, propose, and implement budget preparation policies and procedures. This includes communication and collaboration of key budgetary issues that are identified and addressed by Metro’s Council, Chief Operating Officer (COO), Deputy Chief Operating Officer’s (DCOOs), Chief Financial Officer (CFO) and Financial Planning Director.
    • Support the Council and COO Offices in their budget development and management. 
    • Manages the agency’s budgetary information system, review annual system updates, project manage system needs and consultant relationships, and coordinate and reconcile with the ERP system for articulation of financial information. 
    • Leading updates, changes, and improvements on the formal budget procedures to a more electronic format and systems-based processes.
    • Supervises staff that support the budget process and other central financial duties that include calculating the central cost allocation plan, federal indirect rates, journal entries, and other accounting and reporting functions.
    • Performs debt management functions including maintenance of debt service schedules and payments, bond and debt financial records, budgeting for debt service and computation of related property tax assessments.
    • Oversees the delivery of the central cost allocation plan, reviews and analyzes Agency federal indirect rates, and creates and uses other financial models as necessary.
    • Assures maintenance of all financial, bond records, electronic and paper, in accordance with requirements of Metro retention schedules.
    • Provide supervision to a Finance Analyst, assigning and overseeing work, conducting performance reviews, supporting professional growth, and any disciplinary actions.  
    • Works with the Diversity, Equity and Inclusion department and data teams to support and manage the budget equity process and documentation of performance metrics.

    Minimum qualifications
    • Bachelor’s degree in Finance, Accounting, Public Administration, or related field; AND
    • Four years of progressively responsible experience with financial/accounting/budgetary reporting and/or public accounting; OR
    • Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities.

    Hybrid Telework  
    At this time, this position is designated as “hybrid telework.” You will have the option to work away from the office, although there may be times that coming into the office will be required. The manager will work with you to identify a schedule that balances the operational needs of the department and your needs. Employees must reside in Oregon or Washington to work at Metro.

    You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider them when identifying the most qualified candidates. Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position.

    • At least one year of experience supervising a team, collaborating, and assisting in continued training for the growth of individuals.
    • Continuously seeks ways to improve efficiencies and service to the public.
    • Knowledge of Oregon Budget Law in compliance implementation/regulation.

    COMPENSATION, BENEFITS AND REPRESENTATON
     
    The full-salary range for this position is Step 1 $99,695.00 to Step 7 $133,601.00 annually.  However, unless a candidate’s qualifications justify, based on the Oregon Pay Equity Act requirements and Metro’s internal equity review process, the appointment will likely be made between Step 1 $99,695.00  the equity range Step 5 $121,180.00

     
    This position is not eligible for overtime and is non-represented. It is classified as a Program Supervisor II.
