Division Budget Manager directs and controls the budget and financial forecasting activities for a division, product, or business line. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Division Budget Manager develops budgetary policies and guidelines to optimize the budget. Incorporates past financial results into budget development. Additionally, Division Budget Manager monitors and analyzes performance against budgets. Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. The Division Budget Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Division Budget Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • Job Description
    The Financial Services Budget Division is seeking a Program Analyst I to assist in 
    preparing and administering the Annual Operating and Capital Budget and the 5-Year Capital Improvement Plan.  The incumbent(s) will also provide timely and accurate financial data to county decision makers, departments, elected offices and citizens through budgetary analysis.

    Essential Duties
    • Administers current budgets to ensure compliance with Federal, State, and Local laws, annual adopted budget resolution, regulations, codes, and/or standards.
    • Recommends solutions to complex budget issues.   
    • Creates and maintains systematic budget structures and controls.    
    • Establishes and maintains procedures/training.
    • Manages special projects involving complex analysis.
    Public Speaking Duties
    • Presentation of material in a semi-formal environment
    • Presentation of material in a formal environment
    Grade
    The grade for this position is 103.

    Minimum Qualifications
    • Bachelor's Degree in Accounting, Finance, Business Administration, or a closely related field.
    • Three (3) years of professional level accounting, finance, or budgeting experience.
    • or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
    Preferred Qualifications
    • Professional level accounting, finance, budgeting or grants experience in the public sector.
    • Experience using budgeting software programs.

    • Strong analytical skills.
    • Excellent critical thinking skills.
    • Effective communication and interpersonal skills.
    • Valid Driver's License from state of residency.
    • This job is eligible for a hybrid telework schedule after an initial probationary period and individual approval.

    The County Administrator and County Attorney are appointed by the Board of Commissioners and serve at its pleasure. To implement the Board's policy directives, the County Administrator uses a management team consisting of members of his immediate staff and 14 department directors. The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.
     
    In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
