Implements tools and reporting used for planning, forecasting, monitoring, and decision support. May require a MBA. Typically reports to a director. Primary purpose: Support business development by creating proposal budgets and working with the proposal team to estimate project costs. Oversee the creation of proposal budgets for new projects and modifications to add funding to existing projects. Help project managers create budgets for their follow-on work or scope modifications. Develop short narrative and budget-justification documents for Rough Order of Magnitude (ROM) estimates and oversee project managers or other team members as they create such content.
