Disaster Recovery Manager manages the design, implementation, and communication of business continuance and disaster recovery plans and processes that ensure the security and integrity of company data, databases, information systems, and technology. Conducts risk analysis to identify critical operations and systems that are core to continued business operations in the event of a disruption. Being an Disaster Recovery Manager monitors and tests the plans and back up systems. Manages the contracts with required vendors for off-site and other resources required for business continuation and recovery. Additionally, Disaster Recovery Manager develops and deploys training, documentation, and communication of disaster procedures to the organization. Develops service level recovery standards and agreements with vendors. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Disaster Recovery Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager.     The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

    Job Summary:

    The Disaster Recovery Coordinator II position serves in a part time, on-call, as-needed position.
    The incumbent of this position conducts preliminary assessments of disaster related damage to public infrastructure for determination if a Governor's Emergency Proclamation or Presidential Declaration is warranted. Performs a wide variety of engineering functions to estimate work and costs involving damaged or destroyed property/facilities due to natural or man-caused disasters. Assists Applicants with submitting Public Assistance (PA) applications for State and Federally declared events.

    Personally, prepares for any time (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy.

     

    Job Duties:

    Responsibilities include:
    • Perform preliminary assessments of disaster related damage to public infrastructure for use in determining if a Governor's Emergency Proclamation and a Request for a Presidential Major Disaster Declaration is warranted. Meets with Applicants to inspect damaged facilities and prepares Preliminary Damage Assessment (PDA) report.
    • Work with the disaster recovery applicants, political subdivisions, to file necessary forms and applications following established state and federal eligibility criteria. prepare project worksheets following established state and federal eligibility criteria; collect and compile data; coordinate public disaster assistance programs; draft and review policies and procedures for recovery programs.
    • Perform interim inspections of work and progress through on-site visits. Compare work in progress with approved scope of work. Addresses Scope of Work changes and writes amendments as necessary.
    • Perform final inspections of completed work through on-site visits, compare completed work with approved scope of work; review applicant provided cost documentation to ensure the claimed costs are consistent with the work performed, perform final inspections (FIR) of completed work through on-site visits.
    • Attending training workshops to learn and maintain a working knowledge of State and Federal Public Assistance programs for assessing disaster effects and preparing accurate estimates of costs to repair or replace damaged infrastructure.

    Knowledge, Skills & Abilities (KSAs):

    Knowledge of:
    • Processes and procedures utilized in delivering recovery public assistance.
    • Engineering principles and construction fundamentals.
    • Laws, rules, and regulations related to disaster recovery and the Public Assistance program.

    Skilled in:
    • Verbal and written communication, communicating effectively with co-workers and recovery applicants.
    • Use of a personal computer, including composing correspondence, building/maintaining spreadsheets, navigating the internet, and communicating by email.
    • Microsoft Office applications, Adobe Acrobat, Google Meets.
    • Construction estimation of dimensions, volumes, and costs.

    Ability to:
    • Listen effectively and take action based on communication received.
    • Establish and maintain effective interpersonal relationships with coworkers, and recovery applicants.
    • Multitask and manage time efficiently.
    • Understand problems and limitations specific to natural and other disasters.
    • Maintain accurate and orderly records, including hard copy files and e-files using Microsoft application.

    Selective Preference(s):

    Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Engineering degree, or equivalent, is preferred, or 10 years of construction/general contracting experience. Preference given by those with experience in Public Assistance.

    Pre-Employment Requirements:

    • Requires possession of and ability to retain a current, valid state issued driver's license. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete the required driver training (See Arizona Administrative Code R2-10-207.12).
    • In and out of State travel may be required.
    • Selected incumbents are required to pass a criminal background investigation and have identification enabling them to enter federal facilities.
