Disaster Recovery Director leads the development of a comprehensive business continuity strategy and programs, plans, and toolsets that support response, develop resiliency, and enable recovery from events that disrupt business operations. Establishes a framework and methodology to manage all business continuity life cycle activities, including risk assessment, business impact analysis, strategy development, implementation, testing and review, plan maintenance and updates. Being a Disaster Recovery Director leads periodic review, validation, and workflow testing of documented business continuity plans. Develops and implements organization-wide training and communications. Additionally, Disaster Recovery Director supports internal audits and regulatory exams of compliance with required regulations. Typically requires a bachelor's degree. May require the Certified Business Continuity Professional (CBCP) or similar BCP certification. Typically reports to top management. The Disaster Recovery Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Disaster Recovery Director typically requires 3+ years of managerial experience.     Organizational Background

    Located in Lawrence, Kansas, the Bert Nash Center is the designated community mental health center and the certified community behavioral health clinic for Douglas County. Founded in 1950, Bert Nash is a licensed, comprehensive behavioral health facility committed to providing research-based services to improve the lives of Douglas County residents.

    The Youth Recovery Center (YRC) is anticipated to open in late 2025. It will be an innovative approach to providing comprehensive youth crisis services, ages 6-17, including urgent behavioral health care, behavioral health diagnostic and treatment services and coordinated and integrated recovery services in one setting. The Youth Recovery Center is a partnership with Bert Nash and the O’Connell Children’s Shelter (OCS) and serves as a critical piece of the development of a comprehensive behavioral health crisis continuum for youth in Douglas County that includes: 988/Douglas County Crisis Line, the Mobile Response and Co-Response services, and the Treatment and Recovery Center of Douglas County. ​ Construction of the YRC facility is estimated to begin in mid-2024.

    Lawrence, Kansas is located 40 minutes west of Kansas City and is the home of the University of Kansas and Haskell Indian Nations University. With a population of just under 100,000, Lawrence is a diverse and multifaceted city that provides many of the amenities of a large metropolitan area while still maintaining a strong sense of community.


    Position Summary

    The Bert Nash Youth Recovery Center seeks an innovative, experienced, and highly skilled Director to work collaboratively with the YRC staff and Bert Nash leadership to develop, lead, and support all areas of the Youth Recovery Center. The Director will play a key role as a member of the Bert Nash team who will plan, develop, implement, and monitor the effectiveness of this new program. The Director should be ready and willing to fully support the clinical work of the Center. The major responsibilities of the position include:
    1. Develop, plan, and implement strategies for program sustainability, improvement, and growth.
    2. Provide both clinical and personnel support and supervision of all YRC staff.
    3. Work to instill a professional and collaborative work culture in partnership with the executive team and the Medical Director.
    4. Actively engage with YRC staff to pursue program improvement and leadership development.
    5. Oversee the development and provision of trauma-informed, empirically validated services and treatment approaches illuminating the needs of youth (and their families) experiencing crisis and/or substance use disorder challenges.
    6. Develop, foster, and maintain strong working relationships with external partners across the crisis continuum of care toward the goal of strengthening partnerships and improving end-user experience and outcomes.
    7. Regularly scan service and business lines to develop strategic opportunities for growth and quality improvement of the department.
    8. Exhibit strong communication skills, foster teamwork, and interagency collaboration.
    9. Build a professional culture of accountability and excellence.
    As the administrative leader of YRC, the Director has the responsibility to effectively represent the organization and ensure all functions and services of the organization are focused on the YRC mission: “The purpose of the YRC is to provide excellence in the assessment, treatment and coordination of crisis care for youth, ages 6-17, experiencing a psychiatric, substance use, or co-occurring disorder. The YRC serves as the lifeline for immediate access to care and connects youth and families to community resources that put them on the journey to recovery.”

    Professional Qualifications and Personal Characteristics

    The following qualifications and characteristics are desired for this position. Additionally, the successful candidate must possess a strong ability and desire to support the mission and staff of the YRC.
    1. Ability to build and lead the YRC Leadership Team in order to plan, develop, and implement the clinical and operational components of the YRC.
    2. Ability to manage and motivate a staff team at the YRC, establishing clear goals and expectations, offering timely feedback, and promoting a patient focused and patient driven attitude among team members. Ability to “roll up your sleeves” and assist with the care provided to patients.
    3. Ability to integrate the clinical functions of the YRC with external resources and agencies.
    4. Ability to maintain agency quality improvement, internal performance goals, corporate compliance, and documentation guidelines and ensure services are performed consistently with established clinical standards and conform to all applicable accreditation, regulatory and licensing standards.
    5. Ability to provide external relations leadership, representing the YRC in the local community through speaking engagements, serving on committees and task forces, and actively seeking opportunities for positive collaboration with local behavioral health and substance use organizations, law enforcement, and other community stakeholders.
    6. Ability to ensure optimal delivery of the highest quality of clinical services and programs across all disciplines by implementing, updating, and enhancing protocols and clinical procedures.
    7. Ability to establish policies and procedures in response to regulatory and/or system changes (identifying unique requirements, assessing, and determining impact on services, collaborating with the clinical leadership, developing action plans, and producing and disseminating information.)
    8. Ability to manage fiscal operation of the facility using the budget as a guideline for revenue and expense analysis, improves clinical revenue through billing processes, and works cooperatively with funding agencies/entities to provide information regarding the financial performance of the YRC.
    9. Ability to track and share information related to emerging problems and trends affecting crisis services and develop recommendations and plans for action.
    Required Education and Experience
    1. Master’s degree in social work, psychology, counseling, other mental health-related field, or be a Registered Nurse and have experience demonstrating strong competence and knowledge of crisis behavioral health care.
    2. Five years of management experience in a mental health environment serving youth, including a minimum of three years of senior level experience.
    3. Must have at least three years of experience with direct service as a clinician, case manager, or other mental health professional.
    4. Shall possess (or be eligible for) a license to practice independently in the State of Kansas from the Behavioral Sciences Regulatory Board or possess the RN license issued by the State of Kansas Board Nursing.
    Preferred Qualifications
    1. Ten years of clinical, crisis operations, or relevant experience.
    2. Ability to provide clinical supervision for staff seeking independent licensure.
    3. Knowledge of policies, procedures, and regulatory expectations.
    4. Strong demonstrated leadership skills.
    Compensation

    The YRC Director will receive a competitive salary commensurate with education and experience along with a comprehensive benefits package including health, dental, and vision insurance. Also included is a 457 retirement plan, vacation time, sick leave, and paid holidays. The proposed salary range for this position will be $100,000 – $120,000.
