Performs risk management analysis and documents disaster recovery plans. Develops and executes testing processes to validate the disaster recovery plans and identify the plans' weaknesses and failure points.     WHAT YOU NEED TO KNOW

    The Division Disaster Director develops, coordinates, and implements statewide response plans for multiple regions in support of state-wide achievement of goals. May be accountable for capacity building beyond regional jurisdictions throughout the state and delegated supervision from Divisional Leadership. Support regional response efforts and ensure transition to next level occurs at appropriate triggers. Ensure coordination of resources, service delivery, and communication. Operate as a part of the Disaster Management Cycle to include General management, programs and product distribution, establish interagency / community programs, technical assistance, response management, program support.
    Serve as the primary interface with government entities (federal, state and local), organizations, and other leadership entities in the field of emergency services, disaster policy and operations, and community resiliency at the state level and across multiple regions. Ensure coordinated planning at the state level and with the FEMA regions. Operate as a part of the Disaster Management Cycle to include Government partnerships at the State level. Provide support, development and/or leadership guidance to all volunteers. Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.

    1. Ensure the overall planning appropriately includes key success assessment factors such as risk, population, volume of responses, community appetite for preparedness programming, field activity, volume of disaster responses, and numbers of municipalities within its coverage area.

    2. Partner with ARC regions within the state to develop the response plan for beyond the region response. Work closely to align the ARC state plans with emergency management plans and other stakeholders. Manage state government relationships. Develop employee and volunteer leadership cadres to ensure state relationship activities are effective.

    3. Develop and support disaster volunteers who are the primary workforce. Drive the development of disaster leadership volunteers to meet the needs of the region, state, division, and organization. May lead and manage the team of volunteers responsible for the implementation of disaster services programs throughout the state or division ensuring disaster services (Prepare, Respond and Recover) are delivered in a rapid and accessible manner, meeting the urgent needs of our clients. Participate in a leadership role on larger operations regionally, division or nationwide. Ensure regional development of local resources to support a state-wide, division, or organizational response. Staff state emergency operation centers. Create and ensure primary POC to state government agencies. At a state level and for multi-regional purposes, ensure there is a primary interface with government entities (federal, state and local), organizations, and other leadership entities in the field of emergency services, disaster policy and operations, and community resiliency. Ensure coordinated planning at the state level and with the FEMA regions.Serve as primary relationship manager to FEMA regions in the division.

    4. Ensure plans are in place and executed in each region/local area to mobilize the community to prepare for, respond to and recover from emergencies meeting the needs and expectations of clients and stakeholders. These plans are to be coordinated with overall state-wide needs of the clients and stakeholders. Coordinate regional planning, communication and responses at a state, division, or organizational level.

    6. Ensure awareness by units of vendor resources/capabilities. Accountable for identification and availability of vendor and material resources commensurate with risk for a state or division response.

    7.Assess project requirements based on risk and unique circumstances not visible at the division or national level.

    Candidates for this role can live anywhere within the SWARM Division (100%)- Requires 50% travel

    The salary range for this position is (CO): $100,000-$120,000/yr

Other factors that may be used to determine your actual salary may include your specific skills, how many years of experience you have and comparison to other employees already in this role.

    WHAT YOU NEED TO SUCCEED

    Education: Bachelor's degree required. Degree in emergency management, public administration, or organizational development preferred.

    Experience: Minimum 10 years of related experience directing/leading large scale social service programs or equivalent combination of education and related experience required.

    Management Experience:

    Skills & Abilities: Ability to collaborate, facilitate, and foster partnership management. Analytical skills for data analysis, planning, technical writing, public speaking, project management, data entry and management, organizational development and process improvement needed. Customer orientation, flexibility, organization and ability to operate with others to develop solutions, with an external and strategic focus. Required familiarity with program guidance, cell phone, laptop, internet cards, training, current information, and templates.

    Travel: Extensive travel required.

    *Combination of candidate's education and general experience satisfies requirements so long as the total years equate to description's minimum education and general experience years combined (Management experience cannot be substituted).

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
