Disaster Recovery Analyst implements and supports the policies, procedures, and programs that ensure the recovery, security, and integrity of company data, databases, information systems, and technology in the event of a disruption or unanticipated disaster. Performs risk management analysis and documents disaster recovery plans. Being an Disaster Recovery Analyst identifies and secures the necessary off-site resources required for the organization's resumption plan. Develops and executes testing processes to validate the disaster recovery plans and identify the plans' weaknesses and failure points. Additionally, Disaster Recovery Analyst confirms all action plans are documented, communicated, and understood by all stakeholders in the organization. Typically requires a bachelor's degree. Typically reports to a manager. The Disaster Recovery Analyst occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     The Washington Military Department is seeking an organized, proactive, critical thinking, creative, positive, and motivated professional to join the Disaster Resilience team within the state's Emergency Management Division (EMD). Reporting to the Assistant Director for Disaster Resilience, this position provides professional level emergency management assistance and advanced level administrative support to the Disaster Resilience Unit.

    This is a civilian position and does not require military service affiliation.

    As a part of the Washington Military Department, the Emergency Management Division leads and coordinates mitigation, preparedness, response, and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment, and economy.

    Duties



    Some of what you will do:


    • Provides professional emergency management assistance and advanced administrative
      support for the Disaster Resilience Unit.
    • Collects, tracks and reviews data to support the development and implementation of the
      statewide disaster resilience strategy.
    • Coordinate the administrative functions in support of the unit, including assistance with reports and projects.
    • Serves in an operational capacity in the state Emergency Operations Center, Joint Information Center, field offices and/or command posts during emergencies and disasters.

    Qualifications



    REQUIRED

    Bachelor's degree.

    Professional level experience in emergency management, financial management (grant, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis or planning, civil/structural engineering, legislative affairs, and/or urban planning will substitute, year for year, for the education requirement.

    Experience working in an emergency management organization at or above a senior clerical level or equivalent level will substitute, year for year, for education.

    Experience:

    • Analyzing and resolving problems: Independently analyze complex problems and judge best solution or action to resolve or respond to difficult situations.
    • Coordinating a multi-agency committee, workgroup, council, or commission.
    • Managing a SharePoint site or similar.
    • Managing content for a website.
    • Assisting in the development, monitoring, tracking, and evaluation of program budgets.
    • Assisting in the development, negotiation, implementation, monitoring, and evaluation of grants for federal, state, local governments, or private entities.
    Skills and Abilities to:
    • Utilize Microsoft Office (Word, Excel, Access, PowerPoint, SharePoint, or similar programs) to develop documents in support of program objectives.
    • Tolerate Stress: Handle highly stressful or adverse situations, make good decisions, working calmly and accurately, and helping calm others.

    Compensation: Wage/salary depends on qualifications or rules of promotion.

    CONDITIONS OF EMPLOYMENT

    Background Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

    Defense Biometric Identification System (DBIDS): Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.

    Union Shop Provision: This position is covered by a union shop provision - Washington Federation of State Employees.

    Driver's License:

    • Valid to drive in the State of Washington.
    • Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
    Military Facility: Willingness to work on a Military Controlled Access Installation.

    Work Hours: Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 5:00 pm.

    Telework: This position may be eligible for occasional ad hoc telework. The incumbent will work with their supervisor to identify an appropriate work schedule.

    Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

    Travel: Occasional statewide travel may be required up to 5% to include overnight stays.
