    Job Description

The Oklahoma Department of Emergency Management (OEM) prepares for, responds to, recovers from, and mitigates against disasters and emergencies. Our agency operates the State Emergency Operations Center which serves as a command center for reporting emergencies and coordinating state response activities.
    The OEM is seeking a full time Disaster Recovery Coordinator providing support to the Oklahoma Department of Emergency Management Team. This is a state employee position governed by the Civil Service Rules, located in Oklahoma City, Oklahoma. The annual salary for this position is to be determined based on education and experience.
    Position Summary
    The Disaster Recovery Program Coordinator is responsible for a wide range of duties in relation to the collection, management, and analysis of data pertaining to events and natural disasters that affect Oklahomans across the state. This position will implement relevant legislation, policies, and guidelines, forging and maintaining partnerships with volunteer organizations and local jurisdictions, and managing assigned specialized areas.
    Typical Functions
    • Manages volunteers and donations, including the establishment and maintenance of a state task force to develop and update plans and exercises. Including Human Services Task Force and Disaster Housing Task Force.
    • Serves as the Individual Assistance Officer.
    • Coordinates Disaster Recovery Center operations, ensuring seamless collaboration with FEMA, local emergency management, and non-profit partners.
    • Leads mass care efforts in conjunction with disaster response organizations to meet community needs.
    • Collaborates with FEMA's IA Branch to ensure efficient administration of IA services and programs.
    • Conducts preliminary damage assessments in coordination with local emergency managers and non-profit partners.
    • Oversees the management of grants and programs related to disaster case management and crisis counseling following disaster declarations.
    • Creates and shares digital maps that contain vital information on disaster paths/locations, impacts to homes, businesses, & agriculture land, and recovery efforts.
    • Develops, manages, and improves statewide and local data sets related to disaster impacts, sheltering, community partners and continuum of care post disaster, and housing.
    • Responsible for collection, management, analysis, and retention of all data, both digital and print forms.
    • Analyzes multiple variables from a wide variety of sources to develop comprehensive analysis of past impacts and model future outcomes.
    • Coordinates with the Program Coordinator and Program Manager in providing quarterly and/or semiannual written reports pertaining to programmatic status as required by FEMA Non-Disaster Grants.
    • Assists with writing local plans and annexes related to sheltering, shelter support, shelter transitions teams, continuum of care needs, and pre- and post-disaster housing.
    • Collaborates with the Program Manager to provide any analytics related to the progress of the regional catastrophic preparedness grant program as needed to properly maintain the program.
    • This position is on call, applicants must be available and able to report to the State Emergency Operations Center (EOC) or go to the field on short notice for extended duty periods.
    • Provides streamlined, comprehensive, and accessible information regarding federal programs, policies, public-private connections, and situational awareness.
    • Provides referrals to disaster survivors with unmet needs in coordination with Individual Assistance and voluntary organizations.
    • Supports navigation of the federal supply chain, programmatic, information-sharing, and other processes.
    • Elevates and addresses the needs of nongovernmental and voluntary organizations and their clients for better service delivery.
    • Coordinates engagement in whole-of-government response and recovery exercises and the development of federal, state, tribal and territorial planning documents.
    • Other duties as assigned.
    Education and Experience
    Education and experience requirements consist of a bachelor’s degree in emergency management, public administration, urban planning, public health, program management, environmental science, or a related field and three years of experience in emergency management hazard mitigation planning or an equivalent combination of education and experience substituting one year of experience for each year of required degree.
    Preferences
    • Certification in emergency management or related areas.
    • Bilingual abilities for community engagement and leadership experience in recovery operations.
    • Familiarity with FEMA's disaster response and recovery frameworks.
    • At least one year of experience within a non-profit program, direct client, or disaster services.
    • Two years hands on experience with ESRI ArcGIS and related suite of ESRI applications.
    • Two years’ experience maintaining and updating databases/information management systems.
    • Experience with IT equipment management and maintenance/updates.
    Knowledge, Skills, and Abilities
    • At least one year of experience in stakeholder collaboration, policy coordination, and grant management.
    • Strong problem-solving skills, organization, and competence in Microsoft Office environments.
    • Knowledge of MacOS and iOS.
    • Proficient in Microsoft Office 365 products such as Teams, Outlook, Excel, and Word.
    • Knowledge of PII data security standards and regulations, as well as best practices.
    • Comfortable working in cloud storage and collaborative environments (ArcGIS Online, Box, iCloud, OneDrive).
    • Skilled in public speaking and delivering trainings and exercise over data collection and security across the state.
    • Be able to work well with local, state, federal and tribal governments, faith-based organizations, non-profit and for-profit agencies.
    • Ability to analyse and interpret large data sets.
    • Proficient with Adobe Acrobat.
    • Knowledge of WebEOC administration.
    • Knowledge and administration of ESRI/ArcGIS products.
    Physical Demands and Work Environment
    Work is typically performed in an office setting with climate-controlled settings and exposure to mild noise level. This position requires long periods of sitting and daily use of computer and telephone. This position also may respond the emergencies in the State Emergency Operations Center or the field if called upon.
    Special Requirements
    Must be able and willing to perform all job-related travel in-state and out-of-state when necessary, including overnight travel. Percentage of travel time: 25%.
