Are you a self-starter who excels at working interactively with clients to provide excellent services to the organization’s managers and employees?   Are you excited to work remotely within a dynamic and flexible public service organization? 
      
    Regional Government Services (RGS) is looking for a skilled Advisor to deliver journey or advanced journey-level integrated absence and disability management in strategic partnership with clients to serve their needs.  This includes leaves of absence, workplace accommodation, and disability management.   

     

    This recruitment is to fill an immediate opening and to develop an eligibility list for future openings. 

     
    While RGS is a public agency, our unique mission and service model require innovation and flexibility from our service teams to acquire, deploy and benefit our clients with their disability and leave management needs.  This critical role on our Disability and Leave Management (DLM) Team will work to deliver leave management services to RGS clients. Actual weekly hours are variable but generally range from 20-40 hours per week.  Any member of the DLM team who desires additional work may be considered for additional HR services teams, depending on both skillsets and project availability.

    • Learn new processes quickly.  Review and analyze policies and procedures and implement effective procedures as necessary. 

    • Understand the importance of transparency and promote policies that enhance trust while maintaining confidentiality. 

    • Be able to analyze and develop innovative and effective solutions to administrative and operational challenges. 

    • Have a strong customer service focus. 

    • Be able to quickly analyze case requirements and reach out for more expertise when needed. 

    • Be an excellent communicator with both written and oral communication skills and demonstrate the ability to understand and speak to others' concerns while demonstrating empathy and sincere respect for other points of view. 

    • Have excellent time management skills while working on multiple cases in an at-home work environment. 

    • Be highly proficient utilizing computer and cloud-based human resources systems. 

    • Demonstrate an ability to handle difficult conversations with both disabled workers and their employers. 

    • Possess a high level of proficiency with various technologies and applications used in HR-specific services, spreadsheets (e.g., Excel), word processing (e.g., Microsoft Word), and records management.  

    • Have experience with remote meeting software (e.g., Zoom).

    • Keeps current on new developments in Leaves of Absence (LOA) and accommodation regulations.

    • Works with clients and their vendors to ensure that the contracted services are being performed accurately, timely and with high quality.  

    • Works closely with RGS team leads, along with client HR, legal, and other relevant parties to ensure a cohesive and integrated approach to absence management.  

    • Builds trust amongst stakeholders through open, fair, timely, and transparent communication and decision making, keeping the policies and legal requirements at the center of the decision-making process.  

    • Escalates client service issues to RGS leadership as needed to address potential risk management concerns. 

    • Educate and assist employees and employers with wage replacement benefits and integration options. 

    • Manages and partners with clients to a) ensure that the contracted services are being performed accurately, timely and with high quality and b) ensure that the relevant plans, policies, and processes are accurately defined and administered.  

    • Collaborates with external vendors to optimize services and streamline processes. 

    • Builds trust amongst employees, employers, and other stakeholders through open and fair communication to ensure effective outcomes keeping the policies and legal requirements at the center of the decision-making process. 

    Education: College level coursework or certification in human resources or public administration. 
      
    Experience: Five (5) years of responsible California local government Human Resources experience at an analyst or senior analyst level with a primary emphasis in leaves, accommodations, alternate job placement as an accommodation, and return to work processes, 

     

    Desirable Qualifications:   

    • Absence and disability management work experience with California public agencies.  

    • A bachelor’s degree from an accredited college or university with major coursework in human resources, or public administration, or a closely related field.    

    • Experience in defending claims before various governing agencies. 

    • CPDM preferred.

    Online Skills Assessment/Team Interview – (Pass/Fail) An Online Skills Assessment will be used to evaluate candidates’ knowledge, skills, and abilities for the position.  This will be followed by an interview with member(s) of the Disability and Leave Management Team.  The Online Skills Assessment/Team Interview will be conducted via video conference platform and is tentatively scheduled for May 14, 2024.
