Disability Services Manager oversees an organization's disability related programs.     Definition

    The CSM provides a management role in the implementation and monitoring of mental health and trauma treatment services and is responsible for ensuring an atmosphere that is trauma informed, strengths-based, culturally informed for staff, partnerships and communities served, and maintain an environment supporting high team morale and effectiveness, demonstrating commitment to the mission, vision and values of Interface while displaying leadership qualities that motivate and inspire others. The CSM customarily and regularly exercises discretion and independent judgement in the performance of all duties summarized as staff leadership, program management, treatment efficacy, administrative and case supervision, and adherence to compliance standards, policy, and procedures.

     

    Distinguishing Characteristics:

     

    CSM I – is an experienced therapist providing progressively complex culturally diverse, trauma responsive treatment services to youth and family, is at minimum a registered AMFT or ACSW with general coordinator, leadership, or supervisory experience as a clinician or in another field. As a management trainee, provides management and oversight to direct reports under management supervision provided by a CSM II or III when available and/or in coordination with the Director of Mental Health & Trauma Treatment. $70,000/$72,080 bilingual.

     

    CSM II – is an experienced LMFT or LCSW, licensed minimum one year with demonstrated management experience of minimum one year supervising clinical direct reports and oversighting clinical services. Is not eligible to provide BBS required clinical supervision. $74,000/$76,080 bilingual.

     

    CSM III – is an experienced and seasoned LMFT or LCSW with demonstrated experience as a manager with clinical supervisory experience across multiple mental health settings and populations having provided progressively complex treatment. Licensed over three years with minimum two years management and supervisory experience is eligible to provide BBS required clinical supervision to associates and trainees as needed. $78,000/$80,020 bilingual.

     

    Example of Duties

                Duties may include, but are not limited to the following:

     

    • Provides clinical management and mentorship to assigned staff delivering therapy services to ensure compliance with contractual obligations, program objectives, and fidelity of evidence-based models and efficiency of operation. Ensure high ethical/legal standards for clinical practice, including the proper maintenance of client records. Provide limited direct clinical service, including opening cases by conducting the Clinical Assessment, providing individual and/or group therapy, as needed to support service workflow.

     

    • Direct, plan and coordinate the work of the program staff including recruitment, coaching, supervision, appraising performance, rewarding, disciplining and formal evaluations; training and team building; interviewing and hiring; planning, assigning, and directing work; addressing complaints and conflict resolution. Perform manager responsibilities in accordance with applicable laws and regulations and within the agency’s personnel policies

     

    • Provide analysis of structure, staff positions, levels, schedules, and workflow to Director to develop and implement process changes when needed to improve efficiency, effectiveness, and performance. Collaborate with agency departments to effectively meet contract deliverables, participating in budget planning and revision.

     

    • Develop and implement strategies in collaboration with department Operations Manager for meeting department and contract statistics reviewing goals and targets with therapists. Participate in annual development and monitoring of current year program statistics, deliverables, outcomes, training. Contribute thorough program data to inform quality reports.

     

    • Work collaboratively with clinical supervisors and department managers to ensure quality and clinical review of cases, including professional documentation submitted by assigned staff and volunteers in compliance with departmental and contract standards.

     

    • Actively participates as a member of the mental health management team and the agency leadership team; represents Interface in community settings building collaborations with partners to coordinate services.

     

    • Support the design and implementation of effective, respectful, and high-quality services that are congruent with and responsive to the diverse cultural needs of children, parents, and individuals. Lead in an accountable way demonstrating cultural sensitivity, attunement, and responsiveness.

     

    Recruiting Standards

                Education/Experience

     

    A Master’s degree in one of the following is required:

    Marriage & Family Counseling

    Counseling Psychology

    Clinical Psychology

    Clinical Counseling

    Clinical Mental Health Counseling

    Social Work with an emphasis on Clinical Social Work OR

    Other equivalent Master’s degree from a college or university approved by the California Department of Consumer Affairs, Board of Behavioral Science Examiners

     

    AND

     

    Must be currently licensed with the California Board of Behavioral Sciences (BBS) as a:

    Licensed Marriage Family Therapist or Registered Associate

    Licensed Clinical Social Worker or Registered Associate

     

    Qualification Guidelines

                Knowledge, Skills and Abilities:

    Knowledge and skills administering and training staff on culturally informed clinical skills to develop therapeutic alliance and complete comprehensive assessment including assessment tools, mental health diagnosis, outcomes driven treatment plans, service documentation according to legal and ethical standards of practice of treatment interventions for youth and families in crisis. Identify legal/ethical clinical situations and experience with mandated reporting. Collaborate with community partners to facilitate presentations, attend work groups and meetings to ensure excellent services and workflows. Provide guidance and training on treatment theories, frameworks and models used with individuals and families including trauma and attachment; evidence-based practices and interventions.; Competency to meet clinical documentation standards. Competency with Microsoft Office Suite-electronic communication, telehealth, Zoom, electronic health records and documentation, and database systems.

     

    Ability to: develop and maintain effective working relationships with others as part of a multi-disciplinary, multi-cultural team; effective communication in writing and orally, including public speaking; establish and maintain collaborative partnerships with community stakeholders; lead, support, guide, direct, problem solve, negotiate, build, maintain a motivated team of assigned staff to meet the clinical needs of the community and meet contract expectations within the department standards; effectively implement and resolve personnel concerns engaging upper management and ensuring documentation and feedback to Director, RPO and/or HR; efficiently organize time and workload responsibilities; effectively utilize agency and community resources; conduct meetings both in person and virtually, interpret and explain laws, rules and regulations to staff, clients, family members and the public; help implement state, federal and county programs contracted with Interface; work independently and maintain flexibility.

     

    Other Requirements

    Special Requirements:

    • Candidates are required to have at time of hire and maintain a current California Board of Behavioral Sciences license; malpractice insurance policy as a condition of continued employment;

     

    • Certain positions may require work experience with specific age groups such as children, adults, or older adults and/or related service types, and may require availability in evening hours M-F;

     

    • Successful background and criminal clearance required and maintained, including but not limited to California Department of Justice (DOJ), Federal Bureau of Investigation (FBI), Child Abuse Index and Department of Motor Vehicles (DMV). Proof of valid California Drive License, reliable transportation, proof of automobile insurance (listed as covered), pass and maintain driving approval as required by our insurer; and

     

    • Must be available and cleared to provide in-person mental health services in accordance with the California Department of Public Health orders in applicable circumstances.

     

    Supplemental Information:

    All services provided within the Mental Health & Trauma Treatment Services involve work in multi-disciplinary, multi-cultural settings with seriously mentally ill adults or seriously emotionally disturbed children or adolescents or those experiencing complex trauma. Mental health and trauma treatment services are decentralized throughout the County and involve field-work and travel within the County. Incumbents are expected to work in their designated Interface location supporting staff to work in community agency or school environments and/or via telehealth.

     

    Continuous review of the BBS, contract, funder, state and federal requirements may result in position description updates. When updated, positional descriptions will be reviewed with incumbents.
