Director of International Education leads and directs all aspects of the institution's international programs. Oversees programs, activities, faculty affairs, and academic support services. Being a Director of International Education develops and implements strategies to attract and retain students and faculty. Oversees the operations of the study abroad and foreign exchange programs, the international admissions process, and English language programs. Additionally, Director of International Education ensures that the curriculum remains current and is in compliance with accreditation standards. Monitors the documentation and visa application processes. Oversees the departmental budget and management of expenditures throughout the year. Requires a bachelor's degree. Typically reports to top management. The Director of International Education typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • The successful candidate forthis position will be a 1099 contractor with Music MinistryInternational and be responsible for thefollowing :

    1.DESCRIPTION OF SERVICES .

    The primary purpose of thisposition is to provide services as necessary tomanage the Catholic Religious Education Program at Hill Air ForceBase Chapel in particular the operation and implementation ofConfraternity of Christian Doctrine (CCD) elementary school agereligious education and sacramental preparation.

    The period ofperformance will include one base year and four option years.

    1.1. BASICSERVICES / QUALIFICATIONS .

    Apracticing Roman Catholic who has received the sacrament ofConfirmation and is in good standing with the Church. Must have atleast five years of favorable service as a religious educationinstructor and / or three years experience as a religious educationadministrator / director.

    Currently hold or be able to obtain theArchdiocese for the Military Services (AMS) basic and advancecatechist certificate.

    1.2.QUALIFICATIONS

    Knowledge : Musthave experience in Catholic theology and catechesis.

    Education : A bachelors degree in theology religious Studies or education is preferred but not required. Five years experiencecan be substituted for education.

    Experience : Five years specialized experience that equipped the applicant withthe particular knowledge skills and abilities to successfullyperform the duties of the position.

    The individual must haveleadership experience and experience administering and running areligious education program. Certification of personal experienceand ability must be verified in writing by a chaplain / priest whopersonally witnessed the applicants performance unless theexperience was obtained at the Hill AFB Chapel.

    1.3. DUTIES ANDRESPONSIBILITIES . The duties include but are notlimited to the following :

    1.3.1. Implement andcoordinate a program for childrens religious education (RE) inaccordance with the guidelines set forth by the Catholic Priest AirForce Chaplain Corps and AMS.

    1.3.2. Serve asthe resource advisor and coordinator of childrens RE for the HillAFB Chapels Catholic Community.

    1.3.3. Mustcomplete all basic catechist certification requirements asidentified by AMS within two years of contract award date atcoordinators own expense.

    1.3.4. Must completeAMS advanced catechist certification requirements if coordinatordoes not have a masters degree in theology or religious studieswithin four years of contract award date at coordinators ownexpense.

    1.3.5. Complete child and youthprotection training as required by AMS within one month of contractaward date.

    1.3.6. Complete AMS catechistapplication on the myAMS portal.

    1.3.7. Order anddistribute religious education curriculum and supplies inaccordance with all Air Force regulations and instructions.

    1.3.8. Recruit religious education catechistsand volunteers for childrens RE program. Maintain catechistcertification for teachers and a list of all volunteers i.

    e.teachers substitute teachers administrative staff and supportpersons.

    1.3.8.1. Ensure all catechists completeone required course for the for basic catechist certification andmaintain records of completion.

    1.3.8.2. Ensureall catechists complete child and youth protection trainingestablished by AMS and maintains recordthereof.

    1.3.8.3. Ensure all volunteers workingwith children have accomplished and receive a favorable backgroundcheck in accordance with AF policies.

    1.3.9.Conduct orientation and training programs forvolunteers.

    1.3.10. Ensure all volunteers workingwith children under the age of 18 years old have accomplished andreceive a favorable background check in accordance with AFpolicies.

    1.3.11. Make program recommendationsto the Catholic Priest and Catholic PastoralCouncil.

    1.3.12. Develop and produce a yearlybudget and ministry plan to the Catholic Priest or Chaplain Corpsstaff as required by local instruction.

    1.3.13.Ensure facility requests for all RE programs occurring in ChaplainCorps facilities are filled out and submitted to the Chaplain Corpsstaff.

    Open and close the RE building and classrooms and ensurerooms are left in good order.

    1.3.14. Attendpastoral council meetings liturgy and coordinator meetings andprovide input as needed (these meetings can occur randomlythroughout the year on a day and time approved by the CatholicPriest).

    1.3.15. Seek continual process / programimprovement by researching identifying and staying current onevolving religious curriculum and teaching methodologiesendorsed / directed by AMS.

    1.3.16. Attendcontinuing education at the coordinators own expense as required bythe Catholic Priest i.e. RE Congress conference workshops etc.

    inorder to provide appropriate direction to catholic religiouseducation students and their families.

    1.3.17.Secure a suitable replacement when necessary who will meet all ofthe requirements as set forth in this statement of work.

    TheCatholic Priest will be notified as soon as possible when areplacement is needed during times of sickness vacationetc.

    1.3.18. Provide all labor and transportationnecessary to perform these duties.

    1.3.19.Complete online training for current parish administrationsoftware. Maintain Student database using community administrationsoftware.

    1.3.19.1. Coordinate family / studentregistration with Parish Life Adult Education and Youth MinistryCoordinators.

    1.3.20. Ensure facility requestsfor Childrens religious education classes events and programsoccurring in Chaplain Corps facilities are filled out and submittedto the Chapel Corps staff.

    Open and close Chapel facilities andclassrooms. Ensure facilities and classrooms are left clean and ingood order.

    1.4. ADMINISTRATIVEREQUIREMENTS :

    The servicesperformed under this contract shall be nonpersonal services and arenot inherently governmental. Coordinator personnel performingservices at the Chapel shall comply with Government / Chapelregulations Memorandums of Understanding Operational Plans etc.

    All regulations policies and standard operatingprocedures will be made available to all coordinator personnel forfamiliarization and to ensure compliance in performance ofservices.

    1.4.1. The coordinator will performthe services described above or coordinate performance by asubstitute of equal or higher proficiency who has been approved inadvance by the approving official.

    Submit the names andqualifications of proposed subcoordinators to the Catholic Priestor his designee for approval at least 14 days prior to the proposedabsence.

    Subcoordinators must meet the requirements for theposition as outlined in this PWS. Coordinator is responsible forpayment to substitute.

    1.4.2. This position maycall for the use of a nonappropriated CTOF government purchasecard. The individual will receive training prior to using thiscredit card.

    1.4.3. Maintain RE records forChildrens RE programs including attendance records andregistration.

    1.4.4. Prepare RE correspondenceand publicity for Children RE programs.

    1.4.5.Provide input for the years calendar of RE activities programs andcourses.

    1.4.6. Determine room assignments for REclasses programs and events. Submit the required facility requestforms to the Chapel Facility Coordinator.

    1.4.7.Submit required documentation to order Childrens RE curriculum andsupplies.

    1.4.8. Submit annual RE budgets to theCatholic Priest.

    1.5. ENGLISHLANGUAGE REQUIREMENT : Read understand speak andwrite English well with demonstrated organization facilitation andcommunication skills.

    2. GENERALINFORMATION

    2.1. There are nominimum or maximum hours / days required to accomplish the servicesoutlined in this PWS bearing in mind that services will be billedmonthly as outlined in this PWS Section 1.7.

    2.1.1. Coordinator is expected to be physicallypresent every Sunday (or designated day for elementary religiouseducation) including setup and cleanup at the Chapel.

    2.1.2. All additional hours used to complete theservices outlined in this PWS can be performed remotely with theapproval of the Catholic Priest.

    2.2. Coordinatorshall maintain professional conduct and present self in a neatclean and wellgroomed manner wearing business / business casualclothing depending on the event.

    The chaplain responsible for theservice will resolve questions on appropriatedress.

    2.3. Maintain healthy and professionalinterpersonal relationships with staff and parishioners in apluralistic military environment.

    2.2. Abackground check will be performed on all individuals working withyouth in conjunction with the contract for these services.

    Formsfor providing necessary information for this background check willbe provided. Personal information provided on this form is given ona voluntary basis;

    however failure to provide this information mayresult in ineligibility to perform this contract.

    2.3 Compliance with the Privacy Act of 1972Public Law 93579 dated December 31 1972 (5 U.S.C. 552a) andapplicable agency regulations apply.

    Coordinator shall provideinformation necessary for successful completion of a backgroundinvestigation in accordance with DoDI 1202.

    5. The Government shallbe responsible to conduct the required background investigation andfor the costs incurred while doing so.

    2.5. Coordinator is responsible forcleaning up work area and returning items used to the variousstorage rooms and / or classrooms.

    2.6. Coordinatorshall comply with Hill AFB security requirements prior to contractperformance after contract award for baseaccess.

    2.7. Safety Requirements. In performingwork under this contract the coordinatorshall :

    2.7.1. Conform to the safety requirementscontained in the contract for all activities related to theaccomplishment of the work.

    2.7.2. Take suchadditional immediate precautions as the contracting officer mayreasonably require for safety and mishap preventionpurposes.
