We are seeking an Education Specialist to join the Technology and Data workgroup at the Delaware Department of Education . The Enterprise Data Specialist is responsible for providing critical customer service support to the Department and Local Education Agencies (LEAs). This position will be critical in advancing the Department’s efforts by developing, implementing, protecting, and visualizing federal, state, and publicly reported data from the Department’s data architecture. This position will support Department leadership and other stakeholders by ensuring data are timely, accurate, protected, and made available for consumers to use to make better-informed decisions.
Education:
· Option 1: Bachelor’s degree in the areas of accounting, business, finance, mathematics, statistics, engineering, computer science, data science, or related field.
· Option 2: Associate degree in the areas of accounting, business, mathematics, statics, engineering, computer science, data science or related field and at least 4 years’ experience in one of more of the following areas: database administration, database development, database architecture, data collection, data reporting, data visualization, data extraction, data transformation, or data loading.
· Option 3: At least 8 years’ experience in one of more of the following areas: database administration, database development, database architecture, data collection, data reporting, data visualization, data extraction, data transformation, or data loading.
Experience:
· A minimum of three (3) years of experience with large data sets, preferably using Microsoft SQL Server relational databases and enterprise information systems.
· Demonstrated proficiency with analytical software and in creating and modifying structured query language (SQL), SQL Server Reporting Services (SSRS), or other programming languages and tools.
· Experience managing multiple projects while ensuring that goals and priorities are met.
· Experience with Microsoft Power BI a plus, but not required.
· General knowledge of education related data domains a plus, but not required.
Major Responsibilities:
· Manages and/or provides data sets for several data visualization platforms including the Delaware Report Card and the Delaware Open Data Portal using data tools such as Microsoft Excel, Microsoft SQL Server, Microsoft SQL Server Reporting Services (SSRS), and Microsoft Power BI and developer tools such as Microsoft Visual Studio.
· Reports data annually to the public, Delaware General Assembly, the Office of the Governor, and the U.S. Department of Education.
· Fulfills ad hoc data requests and those regular data requests established through data sharing agreements (DSAs) and memoranda of understanding (MOUs).
· Assists Team Lead with managing assigned educational data domains and provide support to Department and internal data staff.
· Continuously improves and expands data reporting options to meet Departmental needs.
· Engages with users, and internal staff to ensure implemented solutions satisfy business requirements and are delivered in a timely manner.
Salary:
Salary will be computed in accordance with the education, experience, and training of the individual selected and in accordance with salary schedules for employees of the Delaware Department of Education. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
