  • Overview:

    The Dean of Students for Starlight School will work under the supervision of the ECOESC Executive Director of Student Services and the Tuscarawas Board of Developmental Disabilities Superintendent and will be responsible for providing overall leadership and direction to staff at the Starlight School. The Dean of Students will be responsible for ensuring that school-aged children receive individualized academic/behavioral interventions and developmentally appropriate instruction to meet required educational standards and to develop social, emotional and behavioral skills needed to successfully transition into a less restrictive setting.

    Minimum Qualifications:

    • Valid Ohio license appropriate for the assignment
    • Valid driver’s license
    • Record free of criminal violations that would prohibit public school employment
    • Previous experience in special education as an intervention specialist or supervisor is required
    • Must acquire and maintain TuscBDD approved first aid and CPR certification and crisis prevention/intervention training

    Responsibilities:

    The following duties and responsibilities are representative of performance expectations, but are not considered all inclusive. Other duties may be required and assigned as necessary.     • Ensures that the Starlight School programs operate within guidelines as established by the Ohio Department of Education & Workforce, the Ohio Department of Developmental Disabilities, statue, rules, regulations and Board policies and procedures
    • Coordinates, supervises and directs the pupil services components of the school-age educational program including grades, attendance, discipline, mental health supports,, behavioral and academic interventions, and special education services
    • Oversees implementation of curriculum and the use of supplemental instructional programs to support student learning to prepare for transition to public school programs, graduation and post-secondary opportunities
    • Works with staff to troubleshoot and resolve problems as required; develops building and staff schedules, authorizes staff absences, evaluates staff performance
    • Works with school districts and/or community agencies to coordinate, monitor and evaluate the educational enrollment process and programs
    • Plans and directs staff meetings to address program needs, emerging issues, and the day-to-day operations of the educational program
    • Encourages a learning environment that promotes the ongoing improvement of learning and teaching for staff and students
    • Assists with the development and implementation of the Positive Behavior Interventions and Supports plan and establishes clear standards for student behavior
    • Assists staff in addressing student academic and behavioral needs; communicates with parents, home-district administrators, and/or community agencies as required
    • Works with the ECOESC Executive Director of Student Services and the TuscBDD Superintendent; develops and demonstrates knowledge of current developments in the field to ensure the provision of progressive, cost effective and efficient services
    • Participates in the interview process the Executive Director of Student Services or TuscBDD Superintendent with regard to the selection or retention, transfer, promotion and dismissal of personnel
    • Coordinates orientation, in-service and professional development activities for staff; ensures staff maintains proper certification/licensure; coordinates and participates in the Local Professional Development Committee
    • Serves on and participates as a member of the ECOESC Student Services Leadership Team and the TuscBDD Administrative Team; provides input and recommends ways to improve services and policies that are in line with the mission and vision of ECOESC and TuscBDD
    • Works in collaboration with the ECOESC and TuscBDD Community Relations/Special Projects Director to coordinate public relations activities for the Starlight School, Preschool, and
    • Assists in the planning and development of the ECOESC and TuscBDD programs; participates in the strategic planning and implementation processes; collaborates with the ECOESC CFO and TuscBDD Business Operations Director in the development of the ECOESC and TuscBDD annual budget as it relates to the Starlight School, Preschool, Early Intervention and Outreach Program
    • Oversees meetings with public school staff, attends regular behavior support meetings, attends public school meetings on behalf of the TuscBDD Superintendent
    • Makes recommendations for the maintenance of the grounds and facilities of Starlight School and for the purchasing and maintenance of equipment and supplies for the Starlight School and Preschool
    • Prepares or ensures preparation of required reports and documents; gathers and compiles information; reviews information for accuracy and completeness; submits reports and documents to appropriate authority
    • Represents the ECOESC and TuscBDD on Children’s Services matters as authorized by the Superintendent; establishes a working professional rapport with local school personnel, contractors, vendors, administrative officials, public officials, the general public, related agencies, etc.
    • Works in collaboration with the Service and Support Administration Department for reporting compliance
    • Participates in all Board meetings, staff meetings, assigned committees, in-services and special projects and events as requested

    East Central Ohio ESC and TuscBDD Staff Expectations:

    • Acts in accordance with Professional Code of Conduct
    • Upholds Board policies and follow administrative guidelines/procedures
    • Promotes a favorable image of the ESC and TuscBDD and service area school districts; supports community partnerships that enhance program services
    • Develops and maintains records in compliance with FERPA, HIPAA, and other laws, rules, regulations, and policies regarding content, review and confidentiality
    • Maintains confidentiality of privileged information
    • Ensures the safety of students and colleagues; watches for problem situations and works with staff to eliminate unacceptable behaviors and/or conditions
    • Reports suspected child abuse and/or neglect to legal authorities as required by law
    • Demonstrates regular and predictable attendance
    • Carries out related duties as requested
    • Participates in professional growth opportunities that improve future performance

    Skills & Abilities:

    • Exhibits leadership skills essential to the successful administration of alternative education
    • Ability to deal effectively and diplomatically with students, parents and other educational professionals regarding student placement, progress, and transition to and from the Starlight School
    • Working knowledge of state and federal special education policy and procedure
    • Knowledge of academic and behavior intervention strategies, PBIS, Trauma Informed Care, and MTSS framework
    • Effective supervision, coaching and evaluation skills to manage and develop staff
    • Knowledge of appropriate teaching strategies, curricular programs and materials
    • Financial acumen and the ability to effectively manage building operations according to budget
    • Ability to effectively implement student disciplinary and control procedures and practices
    • Ability to understand and work with students who require different learning techniques
    • Strong organizational skills and ability to maintain accurate records
    • Effective use of listening, observation, reading, verbal/nonverbal and writing skills
    • Demonstrates professionalism and compassion for students whose learning may be impacted by outside factors
    • Will be required to successfully complete training in communicable disease, child abuse/neglect, CPR, first aide, and/or behavior management
