Code Administration Manager

  • The Code Administration Manager is responsible for administering and enforcing Chapter 17, Housing Code (including reference document the International Property Maintenance Code) and Chapter 21, Nuisances, of the City of Kalamazoo Code of Ordinances. This position is responsible for managing all aspects of the rental housing inspection program, the nuisance enforcement program, and the vacant/blighted structure enforcement program utilizing both complaint-based and proactive inspections and progressive enforcement processes. This position, and supervised staff, work in cooperation with and under the authority of, the City of Kalamazoo Building Official. As a Manager of a Division within the CPED department, this position participates in the department management team meetings and discussions on CPED Department undertakings. CPED is a department that includes Building Trades, Code, Planning, Community Development, and Community Investment.

    • Manages the Rental Registration Program. Management and oversight of all activity associated with the registration and certification of rental properties. This includes maintenance of the rental registration and certification database; evaluates reports on significant data points to ensure program goals are met; identifies and directs investigation of possible unregistered rental properties; coordinates the billing of the annual registration fee. Communicates with rental property owners and community members via bi-annual newsletter, updates to web page, questions from website and the service messaging system (311). Coordinates/assigns time-sensitive service requests from tenants and others to ensure timely handling; investigates complex and/or escalating citizen complaints or questions to resolution; handles appeal to code ordinances through appropriate channels.
    • Oversight of inspector schedules and related policies.
    • Reviews and recommends changes in local ordinances and department policies and procedures.
    • Programs and maintains the BSA software computer programs regarding code enforcement and rental housing programs; troubleshoots technical issues.
    • Assists staff in troubleshooting difficult cases and tracks progressive enforcement/referrals to the City Attorney’s Office.
    • Property Maintenance Management. Manages the seasonal code compliance tall grass/weed program including the inspection process, case management, billing and contract management.
    • Division Manager: Supervises and evaluates multiple code enforcement and code compliance staff including the delegation of work, monitoring timely case response and follow-up, performance reviews, training and development, and discipline in accordance with City policies, procedures, and union contracts.
    • Support/Administers Property Repair Programs.
    • Oversight of referrals to the Code Enforcement Repair Program.
    • Manages the GVI Home Repair program.
    • As part of progressive enforcement and/or vacant/blighted structure program, refers Building Boards of Appeals cases to the Building Official
    • Demolition. Coordinates and manages the demolition program process.
    • Manages Division Budget. Division budget oversight; input on annual department budget
    • Makes recommendations and funding requestions for FFE programs related to code enforcement.
    • Quarterly/annual reports as needed.
    • Performs other related duties as assigned by the Director.

    Essential Qualifications

    • Bachelor’s degree in business, Public Administration, Urban Planning, or a related field.
    • Minimum of three (3) years of comprehensive experience in building inspection, housing inspection and code enforcement or related experience.
    • Minimum of three (3) years previous supervisory experience.
    • Significant computer skills in Microsoft Office suite. Knowledge and proficiency in BSA Building Department, Assessing and Field Inspection is a significant plus.
    • General knowledge of building, electrical, plumbing, and mechanical codes.
    • General knowledge of basic zoning principles related to residential structures/occupancy and familiarity with historic district guidelines.
    • Builder’s license a plus. ICC IPMC certification required or must be obtained within 6 months.
    • Strong, clear communicator and excellent interpersonal skills; proven ability to communicate effectively and positively and all levels within the organization and with the public.
    • Demonstrates a sense of urgency, prioritizes well, shows energy, responds to opportunities, instills urgency in others, and meets deadlines. Thrives in team environment.
    • Previous experience with preparing reports, researching information, gathering, analyzing, and interpreting data.
    • Strong organizational and multi-tasking and skills.
    • Valid driver’s license with good driving record.

    Acceptable Training and Experience

    Physical Requirements:


    • Frequently required to use hands and fingers to handle, feel or operate equipment and reach with hands and arms.
    • Occasionally required to lift, move, carry, pull and push files/objects up to 20 pounds while sitting, standing, climbing or walking.
    • Required to regularly talk and hear.
    • Required to occasionally stand and walk.
    • Specific vision abilities required include: close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
    • Speaks clearly, using the English language.

    Work Environment:
    • Frequently in the general office environment; lighting and temperature are adequate, and there are no hazardous conditions.
    • Occasional field inspections requiring ability to drive, walk, stoop, traverse stairways in typical city environment.
    • Exposed to temperature conditions common at the time.
    • Noise level is usually moderate/conversational.
