Provides directorial guidance and oversight for technical staff in Lifecycle Systems Engineering (LSE) and Discipline Chiefs supporting a variety of facilities, systems, processes, and projects at the Y-12 site in order to ensure mission deliverables are met. Familiar with INCOSE and ISO standards for systems engineering methodologies and practices (e.g., ISO 15288, 29148) as well as DOE guides, orders, and standards relevant to systems engineering methodology application (e.g., DOE G 413.3-1, DOE-STD-1189:2016, DOE O 420.lC). Leverages experience in achieving technical engineering excellence with all phases of a system lifecycle. Ensures the integration of the various design standards, technical specifications, master design criteria, etc., across the various design functions to ensure consistency, compliance, and efficiency. Integrates the various oversight functions such as Contractor Authority Having Jurisdiction {CAHJ), Pressure Safety, welding program, ASME B31 Owner's Inspector, Building Authority, fire protection, etc., into the Chief Design Discipline Engineering function as applicable. Effectively demonstrates operational efficiency and large organization management. Provides leadership, supervision, technical direction and oversight to first level supervisors/managers, engineers, technical support personnel, and subcontract employees. Works with engineering managers and technical staff to ensure sufficient resources are available to support ongoing initiatives. Provides strategic direction for efforts associated with selection and standardization of personnel, tools, software, methods, and training where appropriate. Provides leadership to enable Discipline Chiefs to ensure code compliance and technical basis for operations. Ensures the principles of the Integrated Safety Management System and Integrated Safeguards and Security Management, Conduct of Operations, and Conduct of Engineering, requirements are implemented and used for all activities and that there is strict application of regulations for security and plant protection. Manages departmental budgets and scope to ensure all deliverables are met. Develops and implements personnel development strategies to improve staff capabilities and train future leaders within the company. Provides support and counsel to the Senior Director on matters of importance within assigned areas. Coordinates with Engineering senior leadership to ensure effective support in areas of responsibility. Requires frequent contact with external and internal customers. Handles all personnel matters associated with the work group. Develops, reviews, and/or approves documents required to meet customer needs within the organization. May be required to provide and/or prepare technical presentations and reports. Interprets and implements policy for employees and first level supervisors/managers in the work group.
