OLS - USER EXPERIENCE SERVICES
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
1. Participates as a Data Scientist in the advanced analytics projects undertaken; assisting in the interpretation requirements, conducting exploratory data analysis, assisting in the development or solution designs and other project artifacts, and performing tasks assigned for the effective delivery of data science and analytics. This includes participating in code reviews and assisting in the coordination of, and getting acceptance for, delivery item acceptance. The incumbent is responsible for clear verbal and written communications, assist in providing provide trainings on and outside the Team, and to be engaged as a Mentee as the Data Scientist on the Team. The incumbent will be responsible for constantly holding the picture of OLS and the IRS's drive for digital and cultural transformation to a customer-centric orientation with a data and analytics emphasis by improving the overall data and analytics environment while being pragmatic and agile and in synch with the needs of the business at all times. The incumbent will be assisting in data extraction, data loading, data transformation, data and analytics governance, and data cataloguing for better and reduced time to insights. The incumbent will attain high proficiency on our data science and analytics tools and platforms while strengthening standards and governance of each by participating in standards and governance activities. 2. The Data Scientist applies their professional knowledge of computer science, mathematical, statistical theories, techniques, and methods to gather, analyze, design and assist in the construction of new processes for analytical modeling, model interpretation, and/or assisting in the reporting of quantitative information, data trends, data relationships and data correlations among or within data. The Data Scientist is expected to be expert at the development of exploratory data analysis plans and be highly proficient at carrying out the INTERNAL REVENUE SERVICE STANDARD POSITION DESCRIPTION SPD# 22388 Page 2 analysis with little or no supervision. The Data Scientist is also expected to have an advanced level of descriptive analysis skills to generate simple summaries and measures in analytics tools such as PowerBI. (Approx. 25%)
3. The Incumbent works with the Team Lead and Data Scientists and the business to define advanced analytics, M/L and AI project objectives, assist in the definition of measures, facts and dimensions of effectiveness and expected outcomes that create business value, and assist others on the Team in the identification and/or develop of innovative and effective novel analytics approaches and methodologies. The Data Scientist is expected to be able to assist in the application of advanced quantitative analysis. The Incumbent is expected to have basic proficiency in scripting and analytics tools and is required to assist in planning, development, test and production of analytics models, reporting and dashboarding. (Approx. 15%)
4. The Data Scientist participates as a hands-on team member for the advanced analytics projects undertaken, defining, coding, coordinating, evaluating, and analyzing model performance. The incumbent will assist Team members and carry out tasks based on an in-depth knowledge of data science techniques and methodologies such as machine learning, as well as other emerging analytical techniques. The incumbent will document the specific analytics approaches applied in project delivery; assist in the establishment and measurement and monitoring of success metrics to be used in satisfying business's requirements for project outcomes. The Data Scientist will help drive pragmatic approaches to solving business problems through data analysis, predictive modeling and machine learning techniques and be responsible for carrying out tasks as assigned. The Data Scientist will assist in the recommendation and documentation for data collection, integration, and retention requirements; and make assist in the recommendation and documentation of improvements to analytical methods and algorithms.
