Data Management Director manages the planning, designing, and developing of an organization's databases. Develops policies and procedures to lead and manage a team of database engineers. Being a Data Management Director designs and modifies procedures to ensure the performance, scalability, and security of databases. Monitors and optimizes database performance to ensure efficient data retrieval and processing. Additionally, Data Management Director evaluates existing database design to determine necessary updates and collaborates with stakeholders to determine future organizational needs. Requires a bachelor's degree. Typically reports to a director. The Data Management Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Data Management Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     TITLE: Federal Programs Testing and Data Management


    LOCATION: AG Glenn


    TERM of EMPLOYMENT: 12 months

    START DATE: December 1, 2022


    QUALIFICATIONS:


    Must be a High school graduate
    3 years clerical experience preferred

    General computer proficiency
    Bilingual preferred


    REPORTS TO:
    Executive Director of Federal Programs


    JOB GOAL:
    To Import/Export, maintain, and manage, all data that involves students in grades
    PreK-12 within Federal Programs that is needed to fulfill Federal and State reporting
    requirements, and oversee Newcomer- student screeners and ACCESS testing.


    DUTIES AND RESPONSIBILITIES:

    Operate and utilize district digital platforms (such as Power School, Scribbles, and
    Ellevation) to maintain student data, spread sheets, student records, and knowledgably
    access information
    Enter ESL student information and ESL testing data
    Train teachers on Ellevation platform and other staff members on usage
    Oversee the Home Language Survey for ESL students, including accessing the HLS
    through Power school and utilizing the documents for screenings; communicate with
    parents why this form is necessary.
    Conduct and submit annual Child Counts for Federal Program Funding; ESL head count,
    Immigrant head count, Migrant Education headcount
    Collaborate with various departments regarding enrollment, uploading data, keeping
    accurate records
    Collaborate with testing office and other departments to ensure adequate reports of
    testing accommodations are in place
    Organize and determine placement tests (WAPT/Screeners) for possible EL students

    Compile demographic information for WAPT/Screener into AMS system
    Produce testing reports and letters for administrators/teachers/parents
    Verify that EL students who qualify for taking the ACCESS test are in PowerSchool and
    information is coded correctly; add new student into the AMS system
    Communicating with other Data managers and ESL teachers about new students
    enrolling
    Completing transfer process when students are enrolling from another NC school
    Maintain collaboration with ESL staff, ESL teachers, testing office, and your supervisor
    about testing
    Determine and assist in organizing IPT test for Preschool students
    Entering test scores in Power school for Preschool students
    Collaborate with the Migrant Education Program to track, maintain, and manage Migrant
    identified students in ELLevation While this document is an initial outline of the duties that will be required of this

    discretion of the supervisor. It is a job requirement of all employees to complete other
    duties as assigned.


    PHYSICAL REQUIREMENTS:


    ? Must be able to effectively communicate orally and in writing with parents, staff,
    community leaders and any other Johnston County Schools’ customers.
    ? Must be able to physically perform the basic life operational functions of fingering,
    grasping, kneeling, sitting, walking, stooping, reaching, lifting, pushing, pulling, talking,
    seeing, hearing, and repetitive motion.
    SPECIAL REQUIREMENTS:


    Knowledge of computer operations and excellent computer skills; familiarity with Power
    school, Ellevation, Scribbles is a plus.
    Ability to operate standard office equipment
    Ability and willingness to communicate effectively in written form, oral form, and
    through electronic mail
    Knowledge of testing for ESL services is a plus
    Organized and able to meet deadlines in a timely manner
    Ability to resolve problematic situations
    Ability to learn, interpret, and explain ESL testing, regulations, and programs
    Ability to establish and maintain effective working relationship with internal and external
    customers
