    In this position, you will strengthen the Department's ability to protect the homeland by becoming a valuable member of a team of administrative professionals. Your job will include:

    • Performing assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in an administrative specialty area(s).
    • Performing management advisory services for specific requests related to immediate problems of limited scope and ensuring compliance with applicable regulations and procedures.
    • Analyzing and reconciling discrepancies or inconsistencies and ensuring the efficient and effective productivity of the administrative operations in different areas of the organization.
    • Representing the office in dealings with vendors and organizations within and outside the agency.

    Qualifications

    Experience:
    GS-05: You qualify for the GS-05 grade level if you possess 3 years of general experience, 1 year of which is equivalent to the next lower grade level, performing duties such as:
    • Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions.
    • Planning and organizing work.
    • Communicating effectively orally and in writing.
    Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

    GS-07: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

    • Assisting with gathering and interpreting information and data for problems, issues, and unusual circumstances.
    • Assisting with identifying ways to improve or enhance current services and to ensure that such services meet management's business objectives.
    • Assessing situations that are complicated by conflicting and/or incomplete data, requiring general problem solving to isolate issues and assisting with reconciling incomplete information.
    • Participating in analyzing the effects of changes in law and regulations as they pertain to management services and defining issues or problems in terms that are compatible with appropriate laws, policies, or regulations.

    Education Substitution:
    GS-05: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university may substitute for the experience required at this level. One year of full-time undergraduate study is defined as 30 semester or 45 quarter hours.

    GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the skills necessary to do this job. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours.

    OR

    A bachelor's degree with Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision.     Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level specified; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) You must submit a separation notice; your most recent SF-50 (noting your current position, grade level and duty location); a copy of your most recent performance rating of record; an agency certification that you cannot be placed after injury compensation has been terminated; an OPM notification that your disability annuity has been terminated; or a Military Department of National Guard Bureau notification that you are retired under 5 U.S.C. 8337(h) or 8456.
