ADMINISTRATIVE UNIT: Division of Career Exploration and Student Engagement, Office of Adult Education
LOCATION: Charleston, WV
DUTIES AND RESPONSIBILITIES:
- Assist instructors with effective instructional strategies to help adult students become actively involved in the learning process to reach their goals.
- Research and/or revise curricula to serve a variety of populations to meet the needs of adult students within the different programs of Adult Education.
- Knowledge of contextualized instruction and employability skills for instructional planning with real-life contexts, family, work, and community.
- Ability to assist instructors serving students with accommodations or special needs.
- Work collaboratively with the Professional Development team to align staff development with new curriculum, instructional strategies, and best practices.
- Assist with onboarding and continued technical assistance of new instructors.
- Serve as an instructional coach to instructors and be responsible for evaluating adult education initiatives to determine overall quality and effectiveness; arrange technical assistance to develop strategic forecasts to address continuous improvement, which may include but not limited to communication, online resources, and professional development.
- Ensure distance education curricula are aligned with classroom instruction.
- Knowledge of content standards and objectives, as related to adult education programs with the ability to utilize assessment date for instruction.
- Assist regional staff in the process of evaluation, observation, and monitoring of instructors.
- Utilize the Adult Education Data Management System to monitor for program and instructional improvement.
- Assist in the coordination and delivery of technical assistance to programs unable to meet federal and state educational functioning levels.
- Participate and be a team member during on-site monitoring visits and provide technical assistance follow-up activities to instructors based on teacher observations.
- Aid in the revision or development of outreach publications, instructional related policies/procedures, i.e., Instructor Handbook, or guidance documents as needed for all programs of Adult Education.
- Ability to plan and deliver engaging presentations to adult educator audiences.
- Performs other duties as assigned by the West Virginia Department of Education (WVDE) administrators, the Senior Officer and office leadership team.
QUALIFICATIONS:
- Master’s degree in Education, or related field of study.
- Extensive experience working with and developing joint relationships with state and local educational agencies, regional education services cooperatives, mandated partners, and other related agencies.
- Experience integrating and utilizing multi-tiered instructional supports.
- Experience and knowledge of computers, educational software, online programs, and use of spreadsheet/word processing programs.
- Knowledge base of national and state educational policies and procedures.
- Demonstrate experience in developing and presenting professional development for educators.
- Extensive experience using online platforms to conduct virtual meetings.
- Proven effective communication, in written/oral formats, with individuals and groups in a professional manner.

- The staff member is able to travel throughout West Virginia and out-of-state on an occasional basis (including air travel), as well as occasional weekends/evenings as position demands.
- The staff member understands that work assignments may change or be added, as priorities emerge with the West Virginia Department of Education (WVDE) and/or the division/office.
EMPLOYMENT RELATIONSHIP:
Department of Education staff are employed upon recommendation of the State Superintendent of Schools and are state employees. No representative or employee of the state is authorized to enter into any employment contract or other agreement. Department staff work under the direction of the State Superintendent of Schools for the general supervision of the free schools in the state and implementing the policies of the board and other necessary tasks as determined by the State Superintendent of Schools or his/her designee. Each employee is “at-will” and subject to termination by the State Superintendent of Schools at any time, with or without notice, cause or compensation.
The employment relationship between the State Superintendent of Schools and the employee may be terminated by either party. Reasons for termination by the State Superintendent of Schools include, but are not limited to, immorality, incompetency, cruelty, insubordination, intemperance, willful neglect of duty, unsatisfactory performance, the conviction of a felony or a guilty plea or a plea of no contest to a felony charge, misuse of funds or property, violations of law or policies of the state board, lack of need, or a lack or loss of funding.
EMPLOYMENT TERM: 261 Days
TYPICAL WORK HOURS: 8:00 AM – 4:00 PM
SALARY: $83,499.00 - $90,499.00 (Commensurate with education level)
