  • Duties:

    Provide direct supervision of Accountant II’s daily activities to include but not limited to review of all purchasing and payment documents and reconciliation of all processed documents. Responsibilities include purchasing and payments of commodities and services for the assigned MassCor Industry Shops through the preparation and input of MMARS and accounting ERP encumbrance and payment documents. Utilize the COMMBUYS system to purchase contracted commodities and services.

    Assist and coordinate purchasing, accounts payable and accounts receivables. Process purchasing, accounts payable, and receivables in state accounting and accounting ERP systems. Assist with the daily deposits and dunning notices.

    Assist and/or direct staff to ensure accuracy and completeness of documents within internal accounting system for purchasing, accounts payable, billing and/or receivables.

    Analyze and forecast cash and expenditures. Prepare analysis for management as required to analyze revenues within accounts against current and anticipated expenditures to examine future cash flows and make recommendation for allowable spending.

    Provide direct support to Accountant IVs and assist Accountant IVs with ERP system for general ledger accounting and reconciliations, purchasing, accounts payable, and receivables.

    Maintain files of outstanding orders, research orders via vendors and institutions/divisions. Run and track budget reports. Maintain institutional/division filing systems in accordance with departmental policy. Interact with approved vendor/institutional staff in response to vendor/institutional inquiries as pertains to purchasing or payments. Assist with ensuring state contracts and or Requests for Responses are utilized if available. Maintain reconciliation logs for assigned Accounts Payable and Receivables. Oversee and Reconcile vendor statements for assigned shop to ensure payments have been made. Prepare fiscal statements and reports, maintain accounts and records such as weekly budget reports and encumbrance/payment logs. Including monthly cash reconciliations, 342A encumbrance and/or payment reports and assembling of documentation.

    Provide technical assistance to employees, vendors, institutional staff, and other state agencies to ensure compliance with departmental rules and regulations. Review accounting procedures, reports, etc. for accuracy, updating and corrections; Recommend changes or improvements in agency procedures or operations. Approves all MMARS documents, monitor the MMARS document catalog daily to ensure prior days activities are completed. Participate in the development, revision, and maintenance of policy and procedure manuals. Assist manager with staff performance and accountability. Provide direct support to Director and/or Deputy Director.

    Preferred Qualifications:

    Must have working knowledge of Microsoft Office applications. Practical experience with MMARS and COMMBUYS. Knowledge of the principles and practices of accounting, to include terminology. Knowledge of the methods of general report writing. Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations. Ability to read and interpret documents such as financial reports, accounts and ledgers. Ability to perform mathematical calculations using formulae to solve accounting problems. Ability to prepare general and financial reports. Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence. Ability to communicate effectively in oral expression. Ability to exercise discretion in handling confidential information. Ability to establish and maintain harmonious working relationships with others. Ability to work independently. Ability to work in a team setting. Knowledge of the principles, practices and techniques of supervision.

    Comments:

    This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. The Massachusetts Department of Correction shall not hire anyone who may have direct contact with offenders, who has engaged in sexual abuse in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents. The DOC urges bi-lingual applicants to apply.


    Qualifications

    First consideration will be given to those applicants that apply within the first 14 days.

    MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

    Substitutions:
    I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*

    II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*

    III. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.*

    • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
