    The Compliance Officer is a key partner within our Risk Management team who helps ensure each functional area of the bank operates in compliance with applicable banking laws, regulations, and internal policies. This individual ensures compliance with rules and regulations including but not limited to CRA, ECOA, FHA, TILA, RESPA, FDPA, FCRA, MLA, SCRA, UDAP/UDAAP, Regulation CC, Regulation E, Regulation DD, and other Federal consumer protection regulations. Our Compliance Officer conducts and assists in the investigation, documentation, and monitoring of compliance with these rules and regulations.

    As an integral part of our Risk Management team, this person works directly with leaders and stakeholders to provide the highest level of knowledge and support to our lending, deposit, branch, and operations teams across Horizon Bank.

    WHAT WILL I DO?


    Key responsibilities include:
    • Managing the collection, recording, and scrubbing of CRA small business and small farm data, retaining key documents and reconciling system data for accuracy.
    • Independently completing internal reviews that test for compliance with lending regulations including FDPA, TILA, FCRA, MLA, and SCRA.
    • Independently completing internal reviews that test for compliance with deposit regulations including Regulation CC, Regulation E, and Regulation DD.
    • Downloading and reviewing mortgage quality control reports and communicating with our mortgage team to resolve identified issues.
    • Conducting research in consumer protection laws, rules, regulations, and regulatory guidance documentation in support of customer-facing and back-office teams.
    • Working with internal team members to identify issues and solve problems with programs, processes, and documentation related to our lending, deposit, and branch activities.
    • Communicating with key leaders regarding ongoing compliance reviews, including identifying potential issues and implementation of corrective actions.
    • Authoring internal memorandums and reports that document completed reviews, findings, and corrective actions for bank leadership.
    • Collaborating with Risk Management leadership and other stakeholders on special projects and efforts, taking ownership of individual assignments.
    • Providing virtual and in-person compliance training to employees ranging from one-off events to recurring compliance training efforts.
    • Assisting in managing Horizon Bank’s CRA program, including identifying community development lending, assisting in our financial literacy training events, and assisting with our internal CRA data analyses.
    • Assisting in managing the Horizon Bank’s Fair Lending compliance program, independently completing loan denial reviews, rate sheet testing, and other internal analyses.
    • Other duties as assigned.


    AM I THE RIGHT FIT?

    This is an extraordinary opportunity for an awesome individual with experience leading compliance efforts across lending and deposit operations.

    Specific requirements include:
    • Bachelor’s Degree, preferably in a business-related discipline.
    • 5 years of direct experience in a compliance or audit role with a bank, credit union, fintech, audit firm, or regulatory agency.
    • Comfort managing assigned projects, researching applicable regulatory standards, and meeting established timelines with minimal oversight.
    • Strong understanding of internal audit methodologies, including audit scoping processes, sampling strategies, and proper documentation processes.
    • Experience writing structured reports that meet regulatory expectations, accurately document completed reviews, and effectively summarize information for non-compliance leaders.
    • Ability to clearly communicate and work with stakeholders from across an organization in a professional and engaging manner.
    • Extensive experience using Microsoft Office including SharePoint, Word, Excel, PowerPoint, and Publisher.
    • The drive to take on new challenges and grow within the role and the team.

    Desired qualifications:
    • 8 years of direct industry experience in a compliance or audit role.
    • Compliance related certifications and/or training certificates from the American Bankers Association, Independent Community Bankers Association, Texas Bankers Association, Institute of Internal Auditors, or other professional training organization.
    • Experience working with industry compliance software such as Ncontracts, Wolters Kluwer, or Marquis.
    • Experience independently completing compliance reviews and audits from pre-review planning and transaction testing to implementing corrective actions and reporting final outcomes.
    • Experience independently creating and leading both in-person and remote training events for a wide range of stakeholders and individuals.
