    As a hybrid remote position with corporate offices located in Huntsville, AL and reports to the Vice President of Strategic Finance, this position oversees and supports contracts administration and ensures compliance with the company’s policies and procedures, applicable federal rules and regulations, and ethical standards for all PCI Federal Services (PCIFS) companies.

      
    •    Work directly with senior management, project, and corporate staff in executing and advising the full cycle contracting and compliance processes 
    •    Provide support in matters including strategy, negotiation, drafting, review, approvals, interpretation, proposal support, order entry, contract administration, and day-to-day program support (e.g., change requests) for contracts to ensure compliance with US Government Contracts Regulations  
    •    Ensure compliance to PCIFS Contracts Policy and associated objectives; business strategy and compliance with applicable laws, including providing support for US Government Contracts requirements under the FAR and DFARS 
    •    Oversee and implement government reporting and periodic compliance filings (e.g., SAM.gov, service contractor reporting, GSA schedule reporting, FSRS, ESRS, CPARS, etc.)
    •    Support the companies’ commercial and strategic contract initiatives; provide advice to leadership regarding contractual matters   
    •    Develop and implement contract execution strategies to meet PCIFS’s subsidiary company’s needs through close collaboration with stakeholders and understanding strategy, product portfolio, and customer relationships
    •    In close collaboration, ensure change requests are appropriately managed and monitored, and flow-down requirements are communicated internally and to suppliers to ensure contract compliance 
    •    Maintain a contract document management system, portfolio, backlog, and historical award information  
    •    Assist proposal teams in analyzing complex customer solicitations/RFPs/RFQs, identifying business risks, and developing risk mitigation plans
    •    Develop and implement Contracts Policies and associated procedures related to the contracting practices, as well as regulatory and other compliance
    •    Establish effective working relationships with key leaders of all divisions and subsidiaries
    •    Provide appropriate staffing and leadership of team members in the Contracts and Compliance department as may be needed 
    •    Other duties and special projects as may be requested

    Job Requirements

    •    Ability to obtain and maintain a security clearance 
    •    Bachelor’s degree in a related business field or a total of 15 years of related work experience in government contracts 
    •    Previous experience as a Government Contracting Officer 
    •    At least 10 years of work experience in the administration of USG and non-USG contracts working with the FAR/AIDAR, CFRs and relevant OMB Circulars, and other regulations  
    •    Must have 5 years of Government Contracts and Compliance management experience (inclusive of multi-company contract management experience)
    •    Experience with Time & Materials, Firm Fixed Price, and Cost-Plus types of Government Contracts including Delivery based, Milestone based, and recurring services FFP contracts 
    •    Demonstrated experience with DBA and SCA compliance and reporting requirements  
    •    Fluency in the English language and exceptional verbal communication and writing skills 
    •    High level of proficiency in Microsoft Office programs 
    •    Must possess a valid driver’s license 
    •    Ability to travel as required up to 25%

This position may require an employee to bend, stoop, kneel, crouch, crawl, climb or balance, reach, push, and pull. The employee may also be required to lift and/or move up to 20 pounds.
