    The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the city in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services. City Procurement, a Division of the General Services Department, is responsible for centralized governance and oversight of the City of Charlotte's procurement and contracting activities. The Division is comprised of four procurement teams, each responsible for a specific area of focus as an internal support organization to all city departments in the acquisition of Construction/ AES/ Facilities, Commodities, Services & Technology, and Transit Procurement Management. In addition, City Procurement manages the Asset Recovery and Disposal (ARD) Program, Corporate Procurement-Card Program, Corporate Compliance Program, Vendor Administration, the Charlotte Cooperative Purchasing Alliance (CCPA), and the Strategic Optimization Program (SOP).

    Summary

    Under the direction of the Office of the Chief Procurement Officer, this position reports to the Compliance & Performance Program Manager as part of the Strategic Optimization Program. This team is responsible for the development and distribution of compliance reports, development of associated compliance plans for each report, enforcement of compliance plan responsibilities and escalation procedures, and recommendation to the Compliance & Performance Manager of any new compliance reporting or auditing opportunities.

    Major Duties and Responsibilities

    Develop, design, implement and maintain data validation through comprehensive compliance reporting systems ensuring accuracy adherence to relevant regulations and standards. Stay abreast of changes in regulations and standards impacting the organization's compliance obligations; ensuring  the continual development and embedding of a performance culture throughout the organization.                              Lead the Compliance & Audit Analyst to collect, analyze, and interpret data related to compliance metrics and key performance indicators as needed from various systems. Collaborate with cross-functional teams to identify compliance requirements and integrate them into reporting processes. Contributes to the development, preparation, and review of policies, procedures, strategic plans, liaising with internal and external stakeholders as necessary, ensuring a robust policy and procedure framework. Lead the development and presentation of regular compliance reports for internal stakeholders and external regulatory bodies as required by developing spreadsheets, programming languages and visualizations. Develop and enforce data quality standards and protocols to maintain the integrity of compliance data; applying internal controls methodologies and best practices to all compliance initiatives and activities. Investigate compliance issues and discrepancies, and recommend corrective actions to ensure adherence to regulations. Provide guidance and training to team members on compliance reporting procedures and best practices. Act as a liaison between the compliance team and other departments to facilitate communication and streamline reporting processes providing functional areas with data analysis to support management decision making and process improvement. Conduct audits and assessments to evaluate the effectiveness of compliance initiatives compared to policy & process requirements and identify areas for improvement. Develop and maintain documentation related to compliance reporting procedures, data sources, and methodologies. Collaborate with IT and data management teams to optimize data collection, storage, and retrieval processes for compliance reporting purposes. Serve as a subject matter expert on compliance reporting requirements during internal and external audits and inspections. Assists with the development, implementation, and administration of the SOP Corporate Compliance Program. Manages a range of individual projects in line with key corporate and service improvement plan objectives, to continually improve risk mitigation, service efficiency, accuracy, and performance. Supports and collaborates in the development of business process documentation and enhancements to existing business processes.

    Knowledge, Skills & Abilities

    Advanced knowledge of Microsoft Excel and data analytics required. Technical expertise and experience working with databases, data warehouses and ERP systems, writing & extracting reports. COSO training and best practices preferred. Ability to combine and format data utilizing various tools such as Excel, Access, Tableau leveraging advanced formulas, pivots and delineations.  Ability to determine the criteria necessary to return the needed records from a particular data set. Preferred candidate will be a highly motivated, seasoned professional able to function with minimal supervision and across multiple procurement disciplines, in partnership with all levels of the organization.

    Preferred Qualification

    Bachelor’s Degree and a minimum of five years of compliance and reporting experience, preferably within a government entity.

    Minimum Qualifications

    Bachelor’s Degree and three years of related experience, Associate’s Degree and seven years of experience, High School Diploma or equivalent and 10 years of experience, or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties.

    Salary

    $75,061 - $93,826 Commensurate with experience
