Program: Orange County Family Support Services Program
Status: Full-Time, Exempt, Mon-Fri 9am-5pm, 40 hours per week
Supervisor: Director of Family Support Services
Salary: $59,000 annual
Job Summary:
The Program Coordinator is responsible for leading the Orange County Family Education Program (OC FEP) and the Orange County Children’s Center at Family Court. The Coordinator ensures that all services are in compliance with local, state and federal regulations and best practices. The Coordinator works alongside the Director of Family Support Services to maintain high quality standards in service to Orange County families while meeting target outcomes, goals, and objectives. The Coordinator manages program activities, supervises staff, provides professional leadership & direction, and monitors program initiatives to increase the capacity of the agency to fulfill its mission.
Key functions of this role include program adherence to the agency’s human resources and fiscal policies; recruiting, interviewing, and recommending candidates for direct reports; assist in budget management in partnership with the Director; provide training and professional development for team members; lead program staff meetings; participate in monthly Learning Collaborative meetings for leadership development.
Job Requirements:
- Candidate must have a bachelor’s degree in social work, human services, mental health counseling, non-profit management, or a related field.
- Minimum 3 years of experience in child welfare.
- Minimum 1-year supervisory experience while working in child welfare.
- Knowledge of state and federal laws, regulations, and best practices related to child welfare.
- Possession of a reliable vehicle and valid NYS driver’s license is required.
- A background in the provision of direct services in a home-based setting is preferred.
- Strong leadership, supervision, and management skills.
- A demonstrated ability to build and maintain positive relationships with all levels of program and administrative staff.
- Excellent communication, interpersonal, and problem-solving skills.
- Ability to work well in a fast-paced, high-stress environment.

- Provides direct supervision to OC FEP staff:
- Two Family Educators (1 Bilingual)
- One Family Support Specialist
- Provides direct supervision to Children’s Center staff:
- One Lead Teacher
- Indirectly oversees Assistant Teacher and Substitutes
- Provides supervision to program interns
Key Responsibilities for OC FEP and Children’s Center:
- Provide Leadership to the Orange County Family Education Program team and Orange County Children’s Center team, including hiring of staff, setting performance expectations, and conducting performance reviews.
- Obtain and/or maintain Nurturing Parenting Program, Parenting Journey, and Motivational Interviewing training and certification (training will be provided) to monitor fidelity to evidence-based program models in the provision of direct services.
- Execute the implementation of evidence-based programming and maintain a small caseload of FEP clients as needed.
- Provide coverage as needed in the Orange County Children’s Center at Family Court.
- Develop and implement program goals, policies, and procedures that align with agency, departmental, and contractual objectives.
- Ensure that all services follow state and federal laws, regulations, and best practices, and that the team is providing services that are in the best interests of the children and families served.
- Collaborate with other departments and community partners to provide a comprehensive array of services to families and children.
- Maintain accurate and up-to-date records and ensure that all documentation for self and staff are completed within a timely manner and follow state and federal laws, regulations, and best practices.
- Assist the Director in administering required records, reports, and data management for programs and ensure that all certifications, reimbursement, and funding requirements are fulfilled in a timely and accurate manner.
- Work with the Director to facilitate program development and new initiatives including grant writing related to assigned programs and agency initiatives.
- Assist in budget management in partnership with the Director and fiscal department.
- Support the professional development of program staff and ensure that staff are appropriately trained to meet the agency requirements and funder expectations as well as ensure staff have the resources, they need to serve families.
Community/Partner Liaison
- As a representative of the Agency, share our values, knowledge, and skills with other organizations, community groups, regulatory bodies, and key stakeholders. Maintain good relationships with stakeholders and partners to advocate for clients and those working in the field of human services.
- Organize, co-facilitate, and attend regularly scheduled meetings with funders, partners, advisory committees, to share and gather feedback related to service delivery and contractual obligations.
- Participate in program outreach to the community, provide presentations and share information on programs to the public and partners.
- Participate in community coalitions such as Joint Membership of Health and Community Agencies (JMHCA) as well as its subcommittees and represent the agency at the Orange County Chamber of Commerce as needed.
Quality Improvement
- Meet with the Director on a regular basis to provide updates on the status of programs; to identify problems in staffing, services, funding, and community; to propose and implement solutions; and to recommend policy and program initiatives for implementation.
- Maintain quality assurance procedures, monitoring, reviewing internal documents and client case notes as well as evaluate the quality of services and programs through surveys and outcomes.

Work Environment: Office setting primarily. Orange County FEP is located at 110 East Main Street in Middletown. The Children’s Center at Orange County Family Court is located at 285 Main Street in Goshen. Role may require travel between FEP and CHC sites in the same day. As client needs require, the position will travel to offsite home visits. The Coordinator will also travel within the community to meetings and events.
