Montana Cooperative Fishery Research Unit Program Manager

  • The MT Cooperative Fishery Research Unit seeks a dynamic and driven individual who is dedicated to supporting the mission of the units and needs of MT Fish, Wildlife and Parks, US Geological Survey, and the US Fish and Wildlife Service. The program manager provides critical support to the unit in their mission to improve management of aquatic resources.

    Duties and Responsibilities
    • Manage and execute all day-to-day operations on the Unit including resources, finances, payroll and hiring, motor pool, boats, purchasing, travel, safety, inventory, and record keeping (i.e., everything but the research and classroom instruction).
    • Keep current with state and federal cooperating-agency policy changes and modify Unit programs to reflect these changes. Take trainings as necessary and disseminate policy or procedure changes to Unit personnel as appropriate.
    • Provide critical logistical support to graduate students and technicians concerning expenditures, field supplies, accidents, injuries, repairs, etc.
    • Assist researchers in the preparation of proposals and calculating budgets, prepare submission documents, track grant progress, and ensure finals reports are received in accordance to agreements.
    • Review proposals for federal research work orders (RWOs) and prepare the required submission documents.
    • Responsible for both state and federal year-end closing procedures for all Unit accounts.
    • Develop sole source justifications and contracted services agreements.
    • Review new university policies for their effect on the Unit’s operations.
    • Monthly reconciliation of over 35 accounts and preparation of monthly account summaries, meet budget projections, make adjustments when necessary, determine funds available for supplies, personnel, equipment and travel, work closely with PIs to avoid overspending of grants, and offer recommendations for unused balances.
    • Process and track all invoices for payment.
    • Place all mail order purchases and travel arrangements for Unit staff.
    • Monthly reconciliation of the Unit’s purchasing cards.
    • Monthly reconciliation of federal RWOs and federal funds and the preparation of reporting documents.
    • Maintain state, federal, and unit inventories along with the Unit’s vehicle and watercraft fleets.
    • Prepare and maintain all HR Personnel and Payroll records for Unit staff.
    • Maintain a strong working relationship with Unit Cooperators, funding agencies, and University staff.
    • Represent the Unit and serve as the liaison between the Unit and state, federal, and non-governmental agencies for fiscal and administrative purposes as they relate to Unit research. Represent the Unit within MSU concerning all fiscal and business matters (OSP and Business Office).
    • Work closely with USGS Cooperative Research Units headquarters in Reston, Virginia to use federal resources provided to the Unit by USGS appropriately, reconcile federal accounts with MSU RWO accounts monthly and report reconciliations to USGS, report federal vehicle use monthly, conduct purchases and disposal or sale of federal vehicles according to Department of Interior policies, implement federal fiscal year end procedures for federal resources, and processes federal travel for Unit leader and assistant leader.
    • Annually, help write (financials), compile, layout, edit, and have printed the MTCFRU Annual Report. Every other year, plan and host the annual Coordinating Committee Meeting of both the Montana Cooperative Fishery and Wildlife Research Units, which is attended by about 20-30 collaborating agency representatives.
    • Perform other related duties as required.

    Required Qualifications – Experience, Education, Knowledge & Skills
    • A bachelor’s degree in accounting, business management, or related field plus one year of full-time (or part-time equivalent) progressively responsible accounting and administrative experience or an equivalent combination of relevant education and experience.
    • Working knowledge of budgetary and accounting principles, practices, and techniques including accounts payable, accounts receivable, budgeting, and reconciliation.
    • Demonstrated competence managing, monitoring, and maintaining detailed fiscal records and budgets.
    • Demonstrated competence analyzing and interpreting financial information, making financial projections, and preparing and maintaining complete, accurate, and timely financial reports.
    • Demonstrated strong organizational skills and ability to prioritize multiple work loads, meet deadlines, and exercise adaptability to change priorities while maintaining a positive, effective, and professional approach.
    • Demonstrated competence using personal computers and a variety of word processing, spreadsheet, and database software. Experience using Word, Excel, Windows XP, and Microsoft Office preferred.
    • Demonstrated competence to perform detailed work with a high level of accuracy.
    • Demonstrated ability establishing and maintaining effective working relations with employees, agency personnel, and the public.

    Preferred Qualifications – Experience, Education, Knowledge & Skills
    • Experience with Banner software.
    • Combined knowledge of federal, state and university accounting, purchasing, and personnel practices and procedures.
