The Center provides services to individuals in the City of Grand Forks, Grand Forks County, and the region who are experiencing withdrawal from alcohol and drugs but do not require medical intervention. This is a contract position that includes an excellent benefit package. Applicants must possess a bachelor’s degree from an accredited college or university with major coursework in human services, social work, health care, or related fields and three years of related experience.     Description:
    To implement, plan and direct the daily activities of the center; to coordinate assigned activities and services within the center to provide a safe environment to individuals requiring assistance. Essential Job Functions: 
     
    1. Provide leadership and support to the organization through staffing and coordination of the center’s daily operations.
    2. Direct, train, and supervise employees.
    3. Maintain and support center compliance through implementation of all policies and procedures. 
    4. Maintain a clean and safe living environment for clients.
    5. Identify opportunities for improving service delivery methods and procedures; maintain and track client/staff outcome performance measures.
    6. Provide guidance, support and performance feedback to staff; perform performance reviews of technical staff.
    7. Monitor work activities of staff to ensure compliance with established policies and procedures.
    8. Exhibit effective communication skills, including proper use of agency communication systems.
    9. Support and facilitate positive interaction with others as evidenced by: professional maturity, respect for others, a team-centered approach, maintenance of confidential information and an appreciation of a variety of viewpoints and diversity in the workplace.
    10. Provide assistance in preparing necessary reports for city, state and federal agencies including HIPPA and 42-CFR; maintain records of all outcome measurements and data. 
    11. Organize and facilitate meetings with staff on a regular basis and participate in related outside committees and events. 
    12. Participate in scheduling, inventory, and making sure adequate supplies are ordered.
    13. Perform related duties and responsibilities as required.
    Knowledge: Operational characteristics, services, and activities for effective program planning, development, execution, and continuous improvement; Principles of effective supervision, training, and performance evaluation; Pertinent Federal, State, and local laws, codes and regulations.

    Skills: Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Maintain physical condition appropriate to the performance of assigned duties and responsibilities; Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities; Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties. Maintain knowledge of pertinent computer software.

    AbilitiesManage, direct and coordinate the work of staff on a day to day basis; Select, supervise, train, evaluate, and coach staff. Oversee and direct operations and maintenance related to services, facilities, and equipment. Develop and administer goals, objectives and procedures. Prepare budget recommendations. Prepare clear and concise operational reports. Analyze problems, identify alternative solutions, evaluate consequences of proposed actions and implement recommendations in support of goals. Research, analyze and evaluate new service delivery methods and techniques for clients. Propose and justify requests and specifications for equipment and services. Recommend and provide information to justify service levels and rates. Interpret and apply Federal, State and local policies, laws and regulations.Supervisory Controls:
    The supervisor assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

    Guidelines:
    Guidelines include HIPAA regulations, 42 CFR Part 2 regulations, state acute care criteria, the facility policy manual, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application. 
     
    Complexity/Scope of Work:
    The work consists of varied management, administrative, supervisory, and client services functions. The unique needs of each client contribute to the complexity of the position.
     
    The purpose of this position is to coordinate, lead, and participate in the delivery of services to clients of the Grand Forks community. Success in this position contributes to the health and safety of the Grand Forks community.
