    What will you do?

    • Plans, develops, coordinates & administers total operations of the Columbus Developmental Center, per Sections 5119.48 & 5119.49 of the Ohio Revised Code. Responsible for the overall administration of all departments & supervision of department heads including but not limited to Program/Residential Services, Human Resources, Medical/Nursing, Operations, & ancillary support functions. Responsible for the maintenance of Medicaid certification & DODD licensure & for the highest caliber of professional habilitation, medical & ancillary services & supports available to persons with developmental disabilities. Maintains effective, fair, & equitable E.E.O., A.D.A. administration & overall human resources practices. Develops & submits reports & information requests & maintains specific data as required by the division & the department. Participates on division committees as appropriate. Maintains positive public relations with providers, particularly catchment area County Boards of Developmental Disabilities. Maintains positive relations & interactions with parent/family groups, Citizens’ Advisory Board, & with the community in general. Establishes center goals, objectives & internal, facility-wide operational policies & procedures: establishes short & long range plans for program training & administrative services for professional & non-professional personnel; maintains on-going evaluation of programs, units, & departments to meet accreditation & certification requirements of various boards, state & federal agencies; maintains on-going evaluation of programs & center goals to ensure compliance with ICF/IID standards. Supervises assigned staff: conducts performance evaluations; performs goal setting; provides work direction/training; approves/disapproves requests for leave, recommends commendation & discipline, etc. Responsible for the administrative oversight of Trauma-Informed Care practices within the Developmental Center (DC) to include, but not limited to, leading, directing, evaluating, and administering such practices.

    • Operates the centers cost effectively within budgets established by the division & department. Maintains thorough knowledge of center personnel, operating & equipment needs & submits as appropriate additional allocation requests. Submits for review center biennial capital request & participates in the management of approved capital projects. Prepares biennium budget request, ensures cost efficiency, monitors current expenditures, & establishes priority expenditures.

    • Establishes & modifies as necessary the table of organization. Reviews & approves all staffing requests & personnel actions. Develops annual operating goals & objectives. Responsible to ensure resident needs are met & resident rights are afforded. Assures resident homes & center facilities are attractive, clean, appropriately decorated, furnished & adequately maintained. Coordinates community resources & volunteers. Provides highest quality of professional & technical services available.

    • Works with the administrative team to facilitate the development of center operating, personnel & labor relations policies & procedures within the parameters established through the Ohio Revised Code & Administrative Rules & within the applicable labor agreements. Oversees the administration of labor relations & progressive discipline policies according to established guidelines & operating parameters. Prepares reports, attends meetings & in-services.

    Qualifications

    Completion of undergraduate core program in human services or health services related management field; 4 yrs. work exp. as a supervisor of programs or services that provide behavioral healthcare services to individuals in area related to vacancy; 2 yrs. work exp. in budget management; 1 yr. work exp. in public relations.

    -Or pursuant to Ohio Administrative Code 5123:2-3-01, applicants for positions in Ohio Department of Developmental Disabilities must be 21 years of age and require a Bachelor’s Degree in human services or health or human services related management or 4 yrs. paid work experience as a supervisor of programs or services for individuals with developmental disabilities; 2 yrs. exp. in budgeting; 2 yrs. paid work exp. in provision of services to individuals with developmental disabilities, including responsibility for personnel matters, supervision of employees, program services & financial management; 1 yr. exp. in public relations.

    • Or equivalent of Minimum Class Qualifications for Employment noted above.

    Knowledge of hospital administration; state operated services operations & methods; budgeting; public relations; mental health programs; agency, state & federal laws, rules & guidelines (i.e., Joint Council for Accreditation of Hospitals, Medicaid & Medicare); developmental disabilities programs; Intermediate Care Facility Individuals with Intellectual Disabilities guidelines & related state & federal laws, rules & regulations; management; manpower planning; supervisory principles & techniques; public relations. Ability to deal with large number of variables & determine specific course of action; develop complex reports & position papers; handle sensitive face-to-face contacts with facility staff, parents, community groups & law enforcement staff.


    UNUSUAL WORKING CONDITIONS:

    On call 24 hours/7 days/week; may be exposed to clients, upset parents & community persons; may require travel.
