    The City of Sparks is currently seeking to hire one Procurement & Contracts Manager. This recruitment is open until filled with the first review of applications scheduled to happen on January 11, 2024.     DESCRIPTION
    Consistent with the strategic priorities of the City, performs professional work in the planning, organization, development, coordination, and management of City procurement, bidding, and contracting activities.
     
    DISTINGUISHING CHARACTERISTICS
    This class is a division manager, responsible for the procurement and contracts division and all related procurement and contract management activities.Applicants must possess the following minimum qualifications to continue in the recruitment process:

    Education and Experience:
    Bachelor’s Degree in business, public administration or a related field and five (5) years of leadership experience in procurement, purchasing, and/or contract administration.
     
    Licenses and Certificates:
    Must attain within six (6) months of hire  and maintain throughout employment, a Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Public Procurement Officer (CPPO), or NIGP Certified Procurement Professional (NIGP-CPP).
     
    Must possess within six (6) months of hire and maintain throughout employment, Incident Command System (ICS) 100/200 and ICS 300 as soon as available.
     
    Must possess within thirty (30) days of hire and maintain throughout employment, the equivalent to a valid Nevada Class C driver's license.Plan, direct and administer the City purchasing and procurement program. Perform purchasing/procurement assignments, including managing the bid process and documents with City staff, advising other City departments regarding required or recommended bidding processes, identifying sources of commodities, developing formal specification documents, and selecting sources and vendors. Support City staff and departments in purchasing/procurement, bidding, and contract administration activities.
     
    Ensure procurement practices are consistent, open, and designed to encourage maximum competition and best-value procurements. Coordinate and manage the bid document process for both informal and formal construction and maintenance projects. In cooperation with City departments, formulate short-term and long-term strategic procurement plans and identify duplicative expenditures for similar services or supplies across different City functions to maximize buying power and minimize inefficiencies. Research, identify, and develop new sources of supplies and services and recommend alternative materials and equipment. Develop and maintain bidding practices and procedures consistent with applicable laws and industry best practices.
     
    Place orders with chosen vendors to ensure timely, cost-efficient acquisition and delivery of required commodities and services. Direct the disposal of surplus equipment, materials, and supplies. Receive and review purchase requisitions for accuracy and ensure adherence to local ordinances, state and federal requirements/laws and City Charter.
     
    Review contracts for appropriate risk transfer and indemnification. Review scopes of work and assist departments in developing contract language to maximize value and minimize exposure. Prepare bid documents with terms, conditions and specifications for products or services for publication. Advertise solicitations in compliance with applicable laws to maximize the number of qualified bidders.. Open all bids submitted in a public forum and review and evaluate the merits of each bid to make recommendations for preferred suppliers to management and project managers.
     
    Develop procurement guidelines and standards for use in the administration of purchasing functions and activities and train City staff regarding these functions and activities Recommend and implement policy and procedural changes to maximize procurement efficiency.
     
    Monitor local, state and federal law-making processes that may affect how the City may procure goods and services, including laws that may affect costs, bid processes, required contract terms, and similar matters. Advise the City legislative team regarding potential changes to best protect the City’s interests during legislative sessions. When authorized, testify before legislative and other bodies concerning potential legislative and regulatory changes that may affect the procurement and contracting process.
     
    Develop and manage the implementation of goals, objectives, policies, procedures and work standards for the contracts and purchasing/procurement function. Develop and administer the annual division budget. Participate in the forecast of funds needed for equipment, materials, and supplies. Monitor and approve expenditures and implement adjustments.
     
    Manage the bid documents, procurement process, and resulting contracts for formally- and informally-bid construction and maintenance projects and purchase of materials and services used by City departments. Ensure bidding, contract, and procurement compliance with local, state, and federal laws. Provide interpretation, advice, and support to City staff, vendors, and contractors regarding compliance with purchasing, procurement, bidding, and contracting processes; contract administration; and related activities or problems, procedures, and laws. Provide staff with general guidelines for contract development.
     
    Prepare clear and concise reports and presentations. Present agenda items and staff reports to the City Council. Represent the City in meetings with representatives of governmental agencies, professional and business organizations, vendors, and contractors. Communicate with, attend, and serve on boards, commissions, and committees as needed. Draft and maintain solicitation, bid, and contract documents that are compliant with applicable local, state, and federal laws as may be required by the unique funding source of each procurement.
     
    Maintain compliance with prevailing wage and certified payroll requirements, including but not limited to project identification, managing prevailing wage software and associated consultants, collecting and tracking certified payroll documentation, and communication and enforcement of prevailing wage issues as they apply to public works construction projects. Serve as the primary point of contact for all items associated with certified payroll collection and legal requirements. Coordinate with project managers on prevailing wage issues that arise.  In coordination with the City Attorney and other City departments, communicate with the Nevada Labor Commissioner regarding prevailing wage issues.  
     
    Maintain and correctly handle the City’s vendor database used for procurement and contracts management, which includes additions, changes, deletions, and accurate updates for all City departments and functions. Track contract renewal and termination requirements and communicate with other City departments regarding upcoming contract deadlines such as termination notice requirements. Manage termination, wind-down, and close-out processes for a variety of contract types, including but not limited to public construction contracts, professional services contracts, and contracts for the purchase of supplies and materials.
     
    Manage the City’s Franchise Agreement for the hauling and disposal of solid waste that serves residential and business addresses within the City, miscellaneous franchise agreements executed by the City that restrict competition in areas allowed by law, and the City’s other franchise agreements as they are developed and renewed.
     
    Perform other duties which may be assigned.
     
    Knowledge, Skills and Abilities:
    • Knowledge of public purchasing/procurement principles and practices including competitive bidding in a public agency 
    • Knowledge of principles of financial forecasting, materials planning and budgeting, and emergency management
    • Knowledge of and ability to apply applicable local codes, state and federal rules/laws for spending of public funds
    • Knowledge of new trends and developments in the field of purchasing/procurement and contracts and legislative activity and developments related to purchasing/procurement and public contracts management
    • Knowledge of resources for procuring commodities, materials and supplies
    • Knowledge and ability to use computer applications and software related to the work including but not limited to Microsoft Office
    • Ability to make presentations to boards, commissions, City Council, City departments and other agencies
    • Ability to analyze complex problems, evaluate alternatives and make creative recommendations 
    • Ability to exercise sound independent judgment within general policy guidelines 
    • Ability to train others in work procedures
    • Ability to establish and maintain effective relationships with those contacted during work
     
    Physical Demands:
    Requires ability to work in a typical office setting and use standard office equipment.
