Contracts Administration Manager prepares and administers bids, proposals, and commercial and government contracts that follow company policies and legal requirements. Manages the contracts administration staff and guides compliance with complex contractual and regulatory requirements. Additionally, Contracts Administration Manager has a strong understanding of the contract life cycle, types of contracts, and applicable government regulations. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to a director. The Contracts Administration Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     Job Description:
    The Contracts Manager will provide both contracts and subcontracts support.
    Key Responsibilities:
    • Administer and maintain government and commercial contracts and subcontracts
    • Review solicitation requirements to ensure proposals, RFPs, and data calls are compliant with terms and conditions, and prepare requests for proposals to subcontractors
    • Other proposal support including coordinating effort with all involved parties, review performance requirements, ensure legal requirements are valid and in accordance with proposal requirements
    • Prepares/review Non-Disclosure Agreements, Teaming Agreements, Contracts, Subcontracts, Consulting Agreements, Reseller Agreements, and other agreements as necessary
    • Coordinate with team on contractual matters, and provide advice as necessary
    • Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for changes
    • Establish contract policies and processes to ensure achievement of corporate expectations
    • Manage and maintain contract files, distribute correspondence as required
    • Maintain extensive verbal and written communications with contracting personnel at Government agencies and commercial firms to negotiate contract and subcontract terms and conditions, contract and subcontract modifications, discuss issues of contract performance and administration, contract invoicing issues, and contract close out issues.
    • Manages multiple functions and interacts with personnel at all levels of management.
    • Perform Contract and Subcontract Closeouts as needed
    • Other duties as required
    • Preference for the position to be based locally, with the possibility of remote work considered.
    Other responsibilities include:
    • Special projects and continuous process and quality improvement and implementation.

    Qualifications and Experience:
    • BA or BS degree from an accredited college or university
    • At least 5 years of experience with contract administration for contracts with the Federal Government and Commercial entities
    • Strong written and verbal communication
    • Proficient in Microsoft Office Products
    • Previous experience with proposal pricing preferred
    • Experience with negotiating contract terms and conditions a plus
    • Ability to obtain a U.S. secret level security clearance (requires US Citizenship) if necessary
    • Working knowledge referencing and interpreting regulations such as the Federal Acquisition Regulation (FAR), the Department of Defense supplement to the FAR (DFARS), as well as various other Federal agency regulations
    • Customer-focused with the capability to resolve moderately complex contracting issues
    • Knowledge of ISO 9001:2015
