Main Purpose of Job
The primary purpose of this position is to secure and manage contracts for children in need of residential, treatment, and nonresidential foster care services. This position secures contracts for out-of-home placements and supportive services for children in need of foster care services. In addition, this position oversees all contract management activities designed to strengthen achievement of performance outcomes and assure that the deliverables are met with the Contractors in Maryland and other jurisdictions. This position supports the mission of the agency by securing and monitoring contracts with vendors that provide placement and supportive services that are designed to protect the vulnerable children of the State of Maryland.
POSITION DUTIES
Plans, organizes, and secures purchase of care contracts for residential, treatment, and nonresidential foster care services; Meets with private providers regarding potential contracts; Prepares timelines for solicitations, new contracts, and renewal of contracts for purchase of foster care contracts.� Manages purchase of care contracts for residential, treatment, and nonresidential foster care services; Provides consultation to local department staff regarding residential foster care and treatment foster care contracts; Consults with private providers, administrators, and appropriate staff regarding the implementation of administrative policies and processes for contracts.� Directs and coordinates administrative work to support the interpretation and applications of laws, policies, procedures, and regulations for the contract and procurement process; Assists in the development of COMAR revisions relating to residential foster care and treatment foster care facilities; Serves on committees to develop and evaluate bids/proposals.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Five years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.
