Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.   • The Director of Grant Administration serves as the primary administrator for Golden LEAF’s grant management system and lead for grant administration activities. Golden LEAF transitioned to the Fluxx grant management system in February 2023. The grant management system is the centerpoint for all grant administration activities including application intake, review, award, disbursement, and monitoring.

    Applications are reviewed and grants are managed by a team of Program Officers and Directors of Programs under the supervision of the Senior Vice President/General Counsel. This role collaborates with the Directors of Programs and the Senior Vice President/General Counsel on grant administration needs.

    Grant administration includes activities that are related to the grant management system but not directly within the system including development of forms used by applicants and grantees, creation and implementation of workflows and processes, and preparing reports for use by others within the organization such as finance and external affairs.

    This position identifies, designs, manages, and implements improvements to the grant management system, including strategies to fully use capabilities of the grants management system and other modifications to the system to meet Golden LEAF’s changing needs.

    The Director of Grant Administration reports to the Senior Vice President/General Counsel. This role participates as a member of the President’s management team. The Grant Administration Specialist reports to this position.

    Grant Administration

    • Develop, recommend, and implement policies and procedures related to the grantmaking processes and the efficient and effective implementation of Golden LEAF’s policies and procedures related to grants management.
    • Facilitate the administration of grants in the Fluxx grants management system, working with the Grant Administration Specialist to generate grantee agreements, document grant modifications, establish required reporting schedules, etc.

    Technical Support for Fluxx Users

    • Train Golden LEAF staff to use the grant management system in compliance with Golden LEAF policies and procedures.
    • Provide Fluxx training and support for external users.
    • Produce training materials and user guides.

    Continued Development of Fluxx System

    • Drive ongoing Fluxx system developments and proactively identify opportunities to streamline and simplify technology-enabled processes, and lead implementation of those initiatives. This includes identifying opportunities to improve performance and user experience; redesigning and optimizing workflows; and building new templates, forms, and dynamic cards based on organizational priorities.
    • Evaluate and develop strategies to effectively use Fluxx to prepare reports regarding activities and outcomes of Golden LEAF grants.
    • Manage the standardization, build-out, customization, testing and validation of grant programs in Fluxx.

    Data Integrity and Analysis

    • Regularly monitor use of the grant management system for compliance including continuous testing and data audits to maintain clean configuration and data integrity.
    • Oversee regular updates and maintenance of all data in Fluxx, including data regarding organizations, people/contact information, affiliation/name changes, and grants history.
    • Compile information from Fluxx and generate reports for various needs such as inclusion in board materials, legislative reporting, external affairs/outreach, and for financial auditing and reporting.

    Minimum Qualifications

    • Five years experience relevant to the Director of Grant Administration position description (will consider fewer years experience in a directly comparable position) (click here to download).
    • Experience using a grants management system or similar complex data system (e.g. Salesforce), including experience with backend development and modification of the system
      • Experience using the Fluxx grants management system, including experience with backend development and modification of the system, is not required but is strongly preferred
    • Experience providing support and training to users of a grant management system or similar complex data system, including colleagues and/or external users
    • Demonstrated proficiency in the use of common software programs including Microsoft Outlook, Word, and Excel
    • Proven work experience highlighting strong attention to detail and the ability to manage multiple priorities and complex projects

    Preferred Qualifications

    • Knowledge of financial and programmatic reporting practices in the nonprofit, educational, and/or governmental sectors
    • Educational attainment directly related to administration of a grants management system or similar complex data system
    • Demonstrated ability to independently identify and recommend process improvements or operational changes to drive more effective and efficient processes

    Location
    This position will be based at the Golden LEAF offices at 301 N. Winstead Avenue in Rocky Mount, NC. Golden LEAF staff are required to work from the office Mondays and Thursdays, with the option to work remotely the remainder of the week. This role is not expected to be required to travel.

    Compensation and Benefits
    The Director of Grant Administration position is a full-time, professional position with compensation and benefits commensurate with responsibilities and experience. This position has an anticipated hiring range of $100,000 – $110,000, depending on qualifications and experience.

    Golden LEAF provides the following benefits to employees:

    • Golden LEAF paid contributions to a retirement plan at the rate of ten percent (10%) of base salary with no required contribution by the employee.
    • Enrollment in Golden LEAF’s medical insurance plan for the employee and dependents. The plan pays a benefit of 90% of medical costs once the deductible has been met. Golden LEAF contributes to a Health Savings Account (HSA) in the employee’s name to help offset the cost of the deductible. Golden LEAF pays all medical plan premiums, provided that premiums plus HSA contribution total less than $21,000.
    • Enrollment in Golden LEAF’s dental plan for the employee and dependents, maximum benefits are $1,000 per person in the plan year.
    • Enrollment in a long-term disability insurance plan and a life insurance plan.
    • Annual leave and sick leave. Golden LEAF has 12 official holidays per year.

    Timeline
