Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     This posting is for two positions, the Head of Contracting Activity located in Northern Virginia and Chief of the IARPA Contracting Team located in Bethesda, MD. Telework is available.

    Oversee the identification, analysis, and participation in the development of acquisition strategies based on requirements (e.g., technical, management, cost, past performance) and establish initial contracting documentation (e.g., Acquisition Plan, source selection plan, Statement of Work) consistent with laws, regulations, policy, and other guidelines.

    Lead team to finalize pre-award documentation packages and solicitations consistent with requirements documents and amend solicitations when it is in the best interest of the Government.

    Plan the review and evaluation responses to solicitations against the criteria established in the solicitation to make source selection decisions considering factors such as cost, technical/management approach, schedule, security, and past performance.

    Engage relevant parties to prepare negotiation strategies and positions and lead a team to reach agreements on cost/price, and terms and conditions during pre-award and contract administration.

    Lead the execution of the award, provide notifications, conduct debriefings to offerors, defend protests, and designate a CO(T)R.

    Manage contractor performance monitoring and manage compliance with the agreed upon terms and conditions of the contract to include managing and executing contract modifications and changes.

    Manage the financial aspects of contract administration such as cost/pricing remedies, authorizing payments, recovering debts, and detecting fraud.

    Ensure all contract requirements have been completed, settle outstanding actions, perform contract closeouts, and archive records.

    • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)

    • A two-year trial period is required for all new permanent appointments to the ODNI.

    Qualifications

    Mandatory Requirements:

    Served as a Warranted Contracting Officer with proven technical competencies to conduct a wide range of acquisition life cycle activities from acquisition planning through contract award and subsequent closeout activities. "Cradle to grave", cost plus, cost reimbursement, indefinite delivery indefinite quantity, security requirements to source selection, firm fixed price contracts cost and price analysis and negotiation experience.

    Superior ability to leverage technical proficiency to plan for, acquire, organize, integrate, develop, and prioritize human, financial, material, information and other resources to accomplish their organization's mission and objectives.

    Superior ability to determine and allocate appropriate levels and mixtures of resources needed for all areas of responsibility with the superior ability to redirect resources as the emphasis of the overall program changes.

    Superior ability to set priorities, organize and utilize time and resources efficiently and effectively to achieve the desired results, consistent with the organization's goals and objectives.

    Superior ability to provide sound advice, new insights and innovative solutions to subordinates, high level program managers, executives, directors and other acquisition officials pertaining to contracting programs, statutes, procedures, problems, and solutions.

    Superior ability to exercise logic and good judgment to determine accuracy, relevance to data, and make effective decisions based on the interpretation of contracting regulations and practices which affect various organizational units and at various levels. Superior skill in developing the acquisition strategy as it relates to the Acquisition Plan.

    Superior capability to use initiative and resourcefulness in deviating from traditional methods or researching trends and patterns to develop new methods, criteria, or proposed new policies.

    Expert knowledge and familiarity with Federal Acquisition Regulations (FAR) principles, concepts, and practices, reform initiatives, and developing procurement policies and procedures, and superior ability to effectively apply these laws (e.g. CICA, FASA, Clinger-Cohen), regulations and procedures to determine contracting methods, types of acquisition instruments, business and negotiation strategies, techniques of cost analysis, and determination of contractor responsibility, methods of monitoring the performance of long-term contracts and agreements with multiple partners, and contract and agreement administration.

    Superior skill in overseeing and auditing contract files.

    Superior skill in providing on-the-job training and instruction for application of FAR and other agency policies, regulations, and guidance.

    Expert knowledge of contract price analysis/cost analysis techniques sufficient to perform basic and or complex analysis to evaluate and assess bid responsiveness, contractor responsibility and contractor performance for all contract types when historical pricing data and precedents are applicable in order to prepare pre-negotiation objectives.

    Superior ability to write reports and correspondence in clear, concise language and in appropriate form and style to sufficiently document business clearance memorandums, negotiation memorandums, etc.

    Expert knowledge of requirements sufficient to work with technical representatives in defining needs.

    Superior organization and analytical skills. Superior ability to identify and reconcile gaps, uncertainties, and key assumptions of data; use potential implications of these findings or conclusions.

    Superior contract negotiation techniques and skills. Superior skill in enforcing contractor compliance with contract terms and conditions.

    Superior customer service and business advisory skills. Expert knowledge of sharing networks and building alliances to identify opportunities to increase information sharing, as appropriate, with customers, colleagues, stakeholders, and others within and across the IC.

    Expert knowledge of Agency products and services. Expert knowledge of Agency and IC missions.

    Expert knowledge of the organization's financial process.

    Superior skill in preserving the consistency and integrity of the federal acquisition process (e.g., protecting the proprietary information, avoiding conflicts of interest, and appropriately marking documents when acquiring supplies and services with appropriate funds).

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
