Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.     MALCOLM X COLLEGE

    Malcolm X College is currently seeking a Director of Grants Administration. Through two grant braided funded initiatives, the Director of Grants Administration will work to identify, support, and replicate groundbreaking approaches to practice innovation, workforce development, and collaborative arrangements in the field of behavioral health. Braided funding through federal and state dollars allows for the development of high quality and value programs toward a common goal to support the behavioral health workforce in the substance use disorder space while reporting and tracking each separately by the requirements of funders.

     

    Awarded in 2020 by the Health Resources &Service Administration (HRSA), the Opioid-Impacted Family Support Program (OIFSP) serves to support training programs that expand the number of peer support specialists and Community Health Workers who are trained to work in integrated, inter-professional teams in providing services to children whose parents are impacted by opioid use disorders (OUD) and other substance use disorders (SUD), and their family members who are in guardianship roles. Additionally, this grant work has a special focus on children, adolescents and transitional aged youth in high need and high demand areas who are at risk for mental health disorders and SUDs. Grant funding is supported through 8/30/2024. Awarded in December 2021 by the Illinois Department of Human Resources, the intent of this grant is to develop curricula that meet the training standards outlined in the Illinois Certification Board Peer Recovery Support Training Program Accreditation Standards for Certified Recovery Support Specialist (CRSS) and Certified Peer Recovery Specialist (CPRS) and implement developed program. The initial term of the grant is 6/30/2022 with the ability to extend through 06/30/2024. Collectively these two grants offer a pathway to earn multiple credentials in the Community Health Worker program with a specialization in SUD/OUD and recovery support.

     

    Reporting to the Executive Director, the Director of Grants Administration is responsible for the implementation, reporting, and close-out of the Opioid Impacted Family Support Program (OIFSP) and Certified Recovery Support Specialist (CRSS) Success Program. Responsible for the implementation stage of each grant’s lifecycle, working with key stakeholders and grant-funded staff to successfully achieve each grant’s objectives, deliver the desired outcomes, and meet the administrative, financial and programmatic reporting requirements of each grant award. 

     

    The Director of Grants Administration will be responsible for the continued execution of the OIFSP grant per the requirements of HRSA (grantor) and the development and execution of the CRSS Success Program in alignment with all training standards outlined in the IL Certification Board Peer Recovery Support Training Program Accreditation Standards for Certified Recovery Support Specialist (CRSS) and Certified Peer Recovery Specialist (CPRS) and other future grant opportunities as they arise.

    ESSENTIAL DUTIES:

    • Manages the post-award phase of the grant’s lifecycle, developing and implementing work plans to execute the activities and expend the funds of the project in accordance with the terms and conditions of the grant award.
    • Advises college administrators and key stakeholders on project’s grant objectives; scope of work and established budget; staff responsible for key tasks and activities; and timeline for activities/process objectives to be completed.
    • Directs day to day operations to ensure grant deliverables and outcomes are met, and that work is completed within the established budget and in compliance with reporting requirements, regulations and CCC’s policies and procedures.
    • Participates in the hiring and selection of project personnel including contractual staff as budgeted within a project grant.  
    • Establishes work standards and expectations and monitors staff performance. 
    • Manages the grant’s budget, ensuring budget is properly loaded and fund accounts set-up. 
    • Monitors and approves budget expenditures to ensure purchases are appropriate and in compliance with grant requirements.   
    • Oversees the procurement process for the selection of vendors and service providers and the purchase of equipment and supplies, as applicable to the grant; ensures costs are allocated to appropriate grant fund accounts and purchases adhere to CCC’s procurement policies and procedures.
    • Monitors project’s progress in meeting activities/process objectives to ensure compliance with established timeline. Oversees the implementation of data gathering and reporting structures to effectively evaluate project’s performance and success.
    • Prepares and submits documentation for any scope or budget modifications as required. 
    • Prepares and submits timely programmatic progress and financial reports in compliance with grant requirements. Submits documentation required for closeout of grant; participates in audit activities, as appropriate. May assist in the grant’s renewal writing, if applicable.

     QUALIFICATIONS:

    • Bachelor’s degree from an accredited college or university
    • Five years of program or project administration work experience
    • Consideration will be given to candidates with an equivalent combination of training and experience
    • Experience managing projects across multiple stakeholders
    • Skilled in managing budgets and tracking spenddown of grant funds
    • Experience in project or program management, preferably in higher education
    • Demonstrated knowledge and experience implementing projects in a complex organization  
    • Excellent interpersonal, oral and written communication skills
    • Strong donor cultivation and relationship management skills
    • Strong organizational and project management skills
    • Strong problem-solving and analytical skills 
    • Ability to work within a culturally diverse environment
    • Ability to cultivate and maintain strategic partnerships with key stakeholders
    • Ability to handle all situations with tact, persuasiveness, and diplomacy.
    • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
