    The Solid Waste Management Program within the Department of Ecology is looking to fill a Plastics Recycled Content Specialist (Environmental Specialist 3) position. This position can be located in any of our offices listed below:

    • Headquarters Office in Lacey, WA.
    • Bellingham Field Office (BFO) in Bellingham, WA
    • Central Region Office (CRO) in Union Gap, WA.
    • Eastern Region Office (ERO) in Spokane, WA.
    • Northwest Region Office (NWRO) in Shoreline, WA.

    Upon hire, you must live within a commutable distance from the duty station.


    Please Note:
     If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $4,832 - $6,507 per month. 
     
    In this role, you will be part of a dynamic team implementing the postconsumer recycled content law. This legislation established requirements for incorporating postconsumer recycled content into specified plastic containers and trash bags. You will maintain and manage producer data and customer outreach to increase the market for recycled plastic and decrease industry’s reliance on new plastic materials. This role offers great opportunities for professional growth as you attend trainings and conferences to increase your knowledge and skills in stakeholder engagement as well as various aspects of law and rule implementation.

    Program Mission: The mission of the Solid Waste Management program is to reduce wastes through prevention and reuse, keep toxics out of the environment, and safely manage what remains.

    What makes this role unique? 

    In this position, you will collaborate closely with two other team members to implement the postconsumer recycled content program. You will provide technical assistance to stakeholders and ensure legal compliance. As a member of the Solid Waste Management Program’s Policy Section, you will also be part of a larger, energetic team focused on preventing waste, identifying recycling opportunities, reducing impacts of material management, and safely managing what remains.

     

    What you will do: 

    • Administer annual registration process for plastics producers.
    • Maintain and recommend updates to the postconsumer recycled content database. 
    • Evaluate producer registrations for accuracy and conduct occasional store audits to identify gaps in producer registrations.
    • Ensure registered producers are accurately billed and follow up with producers on late payments. 
    • Respond to program participant questions.
    • Notify non-compliant producers, calculate penalties, and calculate postconsumer recycled content rate adjustments.
    • Develop educational content for newsletters and website to help producers meet postconsumer recycled content obligations. 


    Required Qualifications:


    Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
     

    • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
    • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

     

    Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.


    A total of six (6) years of combined experience and / or education as described below:
     

    • Experience in environmental analysis or control, or environmental planning.
    • Education involving a major study in environmental, physical, or one of the natural sciences, planning, business administration, or other related field.
