Consumer Loan Collector contacts customers who are delinquent in the repayment of their loans and obtains payments, commitment agreements or establishes a repayment plan. Follows set policies and procedures when determining suitable collection solution. Being a Consumer Loan Collector requires a high school diploma or its equivalent. Typically reports to a supervisor. Under general supervision, performs a variety of specialized, routine to complex accounting functions. Work involves assisting in planning and coordinating the activities of the Tax Collector’s Office, charged with collecting delinquent real and personal property taxes from defaulting tax payers; assisting in ensuring all department functions are performed in a professional manner and in accordance with applicable laws and regulations; and performing related work as required. Specific Duties and Responsibilities
Assists in planning, coordination and supervising the daily activities of the Tax Collector’s Office, ensuring compliance with County policies and procedures, and with all applicable local, state and federal laws and regulations.
Responsible for departments accounting functions to include monthly accounting of payments and deposits, assist with annual budget preparation and monitor 3rd party collection activities.
Supervises subordinate staff: supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; recommending employee discipline and discharge.
Approves and monitors department expenditures.
Maintains knowledge of current and pending legislation affecting delinquent tax collection; recommends changes in County procedures as appropriate.
Assists in reviewing the work of office personnel for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.
Assists in coordinating department activities with various other County departments and government agencies as necessary.
Provides a variety of information to the public regarding tax collection procedures, policies and methods.
Assists in the preparation and distribution of delinquent tax notices for all unpaid accounts; notifies lien holders, heirs, and other parties of delinquent accounts.
Calculates, receives and posts tax payments; issues refunds as appropriate; prepares bank deposits; reconciles monthly bank statements; transfers revenue to County Treasurer; prepares related financial reports and statements.
Assists in managing the redemption of real property for the defaulting taxpayer within twelve months after tax sale.
Assists in coordinating and conducting tax sales; preparing public advertisement; master sales list; calculates and collects bids; create and maintain records and files for all bidders; calculate redemption amounts and issues refunds as appropriate.
Ensures the maintenance of accurate, complete and up-to-date department records; maintains tax sale book; ensures books and ledger balance.
Notifies the County Auditor and Assessor concerning errors and changes in delinquent accounts.
Attends seminars and training ad required to maintain job knowledge and skills; attends meetings as required an appropriate.
Performs duties of Tax Collector as necessary in his/her absence.
Receives and/or reviews various records and reports including delinquent tax lists, execution lists, bankruptcy notices, deeds, summonses, complaints, plats, etc.
Prepares and/or processes deeds, collection reports, various other records, reports, memos and correspondence.
Refers to policy and procedure manuals, computer manuals, laws/codes/ordinances/directories/maps etc.
Operates a vehicle and a variety of equipment such as a computer, printer, scanner, copier, calculator, telephone, etc.
Uses a variety of tools such as standard office tools, etc.; a variety of supplies such as general office supplies, etc.; and a variety of computer software such as word processing, spreadsheet, database, accounting, or other programs.
Interacts and communicates with various groups and individuals such as the immediate supervisor, other County department heads and officials, Co-workers, other County personnel, taxpayers, State Comptroller General’s Office and other government agencies, sales representatives, financial institutions, attorneys, and the general public.
Assists co-workers with various technical and clerical duties as needed.
Prepares records for permanent storage.
Performs related duties as required.
REQUIRED EDUCATIONAL BACKGROUND AND JOB-RELATED EXPERIENCE:
Minimum Level of Job-Related Education:
BS in Accounting/Finance or related field.
Minimum Amount of Job-Related Experience:
5 years, at least 3 in management.
Minimum Level of any Required Qualifications, Licenses, Certificates, Registrations, or any Relevant Knowledge, Job Skill or Equivalent Experience:
6 hours annually CEUs in SC Code of Laws.
