    Summary:

    Under limited supervision, plans, directs, coordinates, and oversees activities related to the development process, selection, and collation of materials, goods, and tools intended to be used for construction of sanitation and health facilities in rural Alaskan communities. Ensures processes and practices are efficient, effective, compliant, and directly support ANTHC strategic objectives.

    Responsibilities:

    This position will have a comprehensive knowledge of construction materials, skill in reading and evaluating technical engineering design information, and maintain effective working relations with ANTHC/DEHE Purchasing, Construction, Shipping, and Engineering staff. Participates in review of engineering designs at 65% and 95% level.

    Develop processes for completing the Material Takeoff list (MTO) for issuance to Purchasing and provides guidance on the materials buy-out sequencing. Works closely with Purchasing, Shipping, Construction Staff, and Engineer of Record (EOR) throughout the project buyout. Reduces occurrences where MTOs have to be sent back with multiple questions. Works with the Cost Estimator, EOR, and Purchasing to share materials cost information as estimates are being built. Assures like materials are being considered for the project. Provides on-going review of MTOs with project teams. Answers vendor and purchasing questions as they arise as appropriate and confers with the EOR, Field Superintendent, or Construction Manager (CM).

    Responsible for the process development and maintenance of the Master Materials Inventory List for materials requisitioning for DEHE force account construction activities. Oversees all materials data entries into Enterprise Resource Planning system (ERP). Confers with DEHE staff, manufacturers, suppliers, agents, and technicians to discuss and resolve materials issues such as; materials quality, accuracy, packaging, damage complaints, design changes, and other construction related problems.

    Actively involved in selection of project materials to include materials quality control and materials inspections. Works closely with Engineering, Purchasing, Shipping, and Construction departments to address issues that have the potential to impact the quality of the materials and equipment that are to be or have been provided for the projects. Develops and promotes solutions to material issues.

    At the direction of Construction Support Management, coordinates with Purchasing, materials suppliers and manufacturers to document and enforce processes and procedures related to materials provided for DEHE projects. As necessary, develops and propose modifications to DEHE procedures aimed at improving identified material issues such as:

    • Compliance of the materials with the specifications

    • Manufactured/assembled/shipped/delivered quality

    • Correct materials per the purchase order

    • Assurance of correct construction drawings and specifications being provided as part of the MTO process

    • Management of all submittal reviews and streamline the submittal review process and actions taken

    Performs other duties as assigned.

    KNOWLEDGE and SKILLS

    · Knowledge of reading, comprehending and communicating technical information to others using documents, drawings and interpersonal skills effectively.

    · Knowledge and ability to read engineering plans, contracts, and material specifications.

    · Knowledge of OSHA standards as applicable to the construction industry.

    · Knowledge of construction cost estimates, materials, methods, tools, construction management and project scheduling.

    · Knowledge of all applicable building and trades codes.

    · Knowledge of developing and overseeing systems for coordination of long lead material procurement.

    · Skill in excellent verbal, written, and organizational skills.

    · Skill in computer usage (Microsoft Excel, Word, Outlook and Primavera software programs).

    · Skill in learning other software for use in tracking and reporting.

    · Ability to interpret blueprint drawings, specifications, proposals, and contracts.

    · Ability to estimate correct materials needed for construction projects; produce material estimates.

    MINIMUM EDUCATION QUALIFICATION

    A Bachelor’s degree in a related field. Progressively responsible professional/exempt related work experience, education, or training may be substituted on a year-for-year basis for college education.

    MINIMUM EXPERIENCE QUALIFICATION

    Non-supervisory - Ten (10) years of experience in the construction administration or construction management field, including four (4) years construction experience in Alaska. Related work experience, education, or training may be substituted for experience.

    PREFERRED EXPERIENCE QUALIFICATION

    Rural Alaska and arctic construction experience. Significant experience in the fields of building construction; water and sewer infrastructure; and heavy civil earthwork operations.

    ADDITIONAL REQUIREMENTS

    American Institute of Constructors (AIC) “Certified Associate Constructor” or “Certified Professional Constructor.” and OSHA certification for Construction Health and Safety preferred. Some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.
