Observes peripheral equipment and error messages displayed on the monitor of the terminal to identify faulty output or machine stoppage. Additionally, Computer Operations Shift Supervisor may require an associate degree in a related area. Typically reports to a manager. Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members. Ascend is currently searching for a Maintenance Supervisor/Chief Inspector. This position is responsible for providing standards and direction for the engineering practices and reliability programs in the areas of fixed equipment, inspection and mechanical integrity. The Chief Inspector owns the implementation and maintenance of the fixed equipment inspection programs to ensure compliance with applicable industry standards, regulations and RAGAGEP. TARGETED OUTCOMES Emphasis on a reliability centered culture across the site Short, medium and long-term fixed equipment requirements identified and championed to support reliable, and compliant operations Development and leadership of fixed equipment and inspection programs that drive the performance of the fixed equipment at the site Ensures all operating equipment is properly inspected as per integrity threads keeping in mind regulatory requirements KEY RESPONSIBILITIES Accountable for developing and implementing a plant/site wide fixed equipment inspection program that is compliant with all Federal, State and local laws and compliant with Industry Codes / Standards and meets Ascend Performance Material requirements Development of a department budget, scoping routine and turnaround work, providing oversight of training and certification of inspection personnel, scheduling / maintaining all inspection activities Assumes overall responsibility for the Inspection work process (coordinating input between Corrosion, Materials, Inspection, Process, Maintenance, and Operations staff), which generally include the review and analysis of equipment design, operating and condition data resulting in a risk ranking and prioritize of inspection plans Supervises all phases of the inspection staff including Ascend Area inspectors and directs on site contractor for NDE and run and maintain services Provide input / oversight to Fitness for Service program to determine the remaining life and need for repair, replace or re-inspection of fixed equipment Reviewing T/A inspection plans and recommendations Support capital project inspection needs Maintain and report on department Key Performance Indicators and Corporate Metrics Develop and revise inspection procedures to keep up with industry advancements and new code requirements Provides technical support in-regards to quality assurance, quality control of equipment fabrication, alteration, and repair to ensure compliance with engineering specifications, drawings, applicable codes, standards, jurisdictional and our client’s requirements Advises on changes to operating conditions that could affect the expected life or mechanical integrity of pressure equipment Actively supports turnarounds and outages with the expected work commitment Participates in process safety activities as required in order to better understand over pressure protection methods used by the organization. Reviews MOC initiatives as required and provides guidance for approval and potential compliance issues Helps prepare periodic and regular regulatory inspections by interacting with all pressure equipment integrity stakeholders. Follows up on findings from audits to ensure they are completed prior to committed deadlines Mentor and train field-based integrity/maintenance personnel on pressure equipment integrity related issues Identify and administer training programs for Fixed Equipment Inspection personnel Provide continuous performance feedback and improvement assistance for group employees to ensure their professional growth Ensure adequate metrics are implemented to ensure timely inspection program performance is measured and reviewed Maintain and review mechanical integrity recommendations for all relevant projects to include routine Work Order RCA’s Support expense and capital project development related to fixed equipment (specification reviews, drawing reviews, contractor / supplier QC reviews as requested) When requested, lead incident investigations for incidents involving equipment failures Provide 10 year long range plan for fixed equipment reliability projects to functional and plant management and contribute to the development of strategic and tactical business plans to achieve goals for the site TEAM Reports to: Mechanical Reliability Manager Direct Reports: Area Inspectors, Contract NDE inspection services REQUIRED EXPERIENCE Minimum 15 years of inspection or mechanical integrity work background API 510/570/653 and/or CWI Certification Two-year technical degree preferred but will consider experience in lieu of degree Possess a good working knowledge of common refinery process units and damage mechanisms Have or be able to test and qualify for a National Board Commission (NBIC) REQUIRED SKILLS Able to balance leadership responsibilities along with technical support as needed Excellent understanding and demonstrated fluency in reliability centered processes (engineering practices, incident investigation & RCFA, maintenance processes and strategies) Demonstrated ability to effectively manage multiple projects simultaneously, set aggressive but realistic schedules Working knowledge of industry personnel safety, process safety, and design standards and procedures Proven ability to lead, influence, and mentor staff Excellent interpersonal skills and a collaborative leadership style Excellent verbal, analytical, organizational, technical writing and presentation skills. Excellent coaching and facilitation skills and high energy level bringing employees and teams together.
