Compliance Manager (Banking) supervises daily operations to identify and respond to suspicious activity violating current anti-money laundering (AML) regulations as defined in the US Bank Secrecy Act (BSA) or other governmental anti-terrorist financing programs. Uses oversight systems, interdiction software, and audit processes to perform daily transaction monitoring and identify suspicious activity patterns. Being a Compliance Manager (Banking) monitors activity and ensures adherence to Know your Customer (KYC) protocols and regulatory requirements for required filings and reporting. Leads investigations of suspicious activity to pursue corrective actions and ensure completion of required filings. Additionally, Compliance Manager (Banking) maintains extensive knowledge of financial regulations, risk management best practices, and changing fraudulent trends to develop and implement appropriate compliance procedures. Delivers compliance training with up-to-date regulatory information and procedures to develop and guide well-informed staff. Typically requires a bachelor's degree. May have the Certified Anti Money Laundering Specialist (CAMS) certification. Typically reports to a director. The Compliance Manager (Banking) supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions.     Benefits Include:
    • MEDICAL AND DENTAL CAFETERIA: For employees hired on or after January 1, 2023, the City will contribute $1,774.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance. 
    • DEFERRED COMPENSATION: The City contributes 1% to a deferred compensation program. 
    • LIFE INSURANCE: City employees receive Basic Life Coverage ($5,000) AD&D ($10,000) 1 times annual salary 100% paid by the City. Employees also have the option to purchase additional insurance. 
    • TUITION REIMBURSEMENT: Full-time employees are eligible for 75% reimbursement for work related coursework up to a maximum of $5000 per fiscal year. 
    • VACATION/ANNUAL LEAVE: Leave accrual rates vary between 6.24 – 11.78 hours per pay period based on years of service. 
    • ADMINISTRATIVE LEAVE: Management employees are not compensated for overtime worked.  However, the department director may authorize up to 40 hours of administrative leave in one year. 
    • HOLIDAYS: The City observes 12 holidays per year 
    COST OF LIVING ADJUSTMENT
    • Pursuant to the OMMA MOU, effective the first full pay period of July 2024, the City shall provide a 3% increase in salary to all employees

    The City of Oxnard's Community Development Department is seeking a Code Compliance Manager to lead an organization that is delivering on the City Council's mission for clean, safe, prosperous and attractive neighborhoods.  This key leader will manage a successful and productive code compliance organization by using a combination of employee and community engagement, professionalism and diplomacy.


    WHAT YOU’LL DO:

    • Lead a team of code compliance professionals who engage with the public in response to potential violations of state and local public health, safety, and nuisance ordinances, codes and regulations.
    • Manage priorities by distributing work to assigned staff while ensuring safe work practices, work quality and accuracy.
    • Develop, recommend and implement goals, policies and procedures that are aligned with City priorities relative to community codes and regulations.
    • Partner with internal and external Public Safety departments, regional Environmental Health and Safety organizations and other agencies. 
    • Continuously support team member development through motivation, training, feedback and the annual performance evaluation process; maintain training manuals and update resource materials; ensure appropriate training is provided to support personnel to maintain compliance with state and local laws, City policies and procedures and pertinent codes and ordinances.
    • Be a resource to team members and internal customers through knowledge of and ability to explain rules, regulations, pertinent codes and ordinances.

    CLASSIFICATION SUMMARY: 
    This class is the seventh level in an eight-level Inspections Series devoted to providing inspection of new construction, land and site development, existing buildings and property, infrastructure, capital improvement projects and electrical, plumbing, HVAC and related building systems as well as enforcement of property and licensing codes and regulations. Incumbents provide supervision and oversight of code compliance and/or building inspection activities. As assigned, work may include supervising inspection staff and/or an inspection unit ensuring work accuracy, safe work practices and compliances with applicable laws, rules, policies and procedures; developing goals, objectives, policies and procedures; creating schedules; analyzing statistical data and preparing reports; addressing escalated complaints from customers; coordinating with other departments; representing the function at public meetings and before the City Council, as assigned; monitoring turn-around times for plan review and inspection work; managing permit processing software, as assigned; troubleshooting on complex and difficult inspection, plan review and/or enforcement activities; developing fee proposals, as assigned and monitoring budget expenditures.

    DISTINGUISHING CHARACTERISTICS: 
    This classification is distinguished from the Inspections Field Supervisor in that it provides coordination and oversight of code compliance, plan checking and inspection services and participates in policy development and resource monitoring.

    SUPERVISION EXERCISED / SUPERVISION RECEIVED: 
    As assigned, incumbents supervise paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.

    WORK SCHEDULE:
    The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. This position may be required to be available to work additional hours as needed to respond to workload needs.  

    This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
    • Plans, coordinates, prioritizes, monitors and participates in the work of staff responsible for code compliance, including investigation of potential violations of state and local public health, safety, and nuisance ordinances, codes and regulations and the enforcement, through mitigation and issuance of citations, of pertinent codes and ordinances. 

    • Assigns work to Inspectors; monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable laws, rules, policies and procedures. 

    • Participates in the development and implementation of goals and objectives for appropriate service areas; ensures that established goals are achieved. 

    • Participates in the development of and recommends new policies and standard operating procedures; recommends programs, projects and work assignments to higher level department/division personnel. Develops and implements specialty code compliance programs in response to larger community nuisance concerns as needed. 

    • Develops schedules and methods for performing assigned duties; maintains appropriate work records and documents; prepares statistical and/or analytical reports on operations as necessary. 

    • Participates in the selection and training of support personnel; assumes responsibility for motivating and evaluating assigned personnel; provides necessary training; initiates discipline procedures as is appropriate. Interprets and applies rules, regulations, pertinent codes and ordinances to manage a successful and productive code compliance division. 

    • Maintains training manuals and updates resource materials; ensures appropriate training is provided to support personnel to maintain compliance with state and local laws, City policies and procedures and pertinent codes and ordinances. 

    • Researches, compiles and analyzes data for special projects; maintains data and prepares a variety of complex reports, memos, and correspondence; documents and maintains records of code compliance division activities. Maintains effective working relationships with local, state and federal law enforcement , environmental health and other agencies on code compliance. 

    • Submits recommendations to the budget for assigned responsibilities; monitors budget expenditures. Participate in organizational and community group meetings; responds to questions and inquiries; provides technical assistance and handles more complex interpersonal situations. 

    • Develops and maintains knowledge and expertise in local, state and federal laws related to code compliance. Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties. 

    • Provides direction and support in the identification of and handling of abandoned, illegally stored or inoperable vehicles and issues abatement citations; issues notice of violation and abatement; enforces business license ordinances and temporary use permit ordinances; inspects pertinent location for violations; investigates instances of construction without required permits and illegal garage conversions, illegal subletting, violations of conditions of approval, illegal changes in use of property, illegal home occupancy and similar zoning violations. Provides direction and support for the Safe Homes, Safe Families Repeat Offender, Short Term Rental and Cannabis Permit and Enforcement programs. 

    • Oversees and assists in the weed abatement program including periodically inspecting property and issuing abatement notices, including contracting with weed abatement contractors. 

    • Prepares, presents and defends infraction citations in court. 

    • Conducts preliminary reviews of administrative citations. Prepare, present and defend administrative citations in hearings.

    • Responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints. 

    • Performs other duties of a similar nature and level as assigned. 

    EDUCATION:
    Associate’s degree in business or public administration, criminal justice, engineering or related field.

    EXPERIENCE: 
    Five (5) years of code compliance experience which includes prior supervisory or lead experience.

    OTHER REQUIREMENTS:
