Compliance Director (Banking) manages operations to identify and respond to suspicious activity violating current anti-money laundering (AML) regulations as defined in the US Bank Secrecy Act (BSA) or other governmental anti-terrorist financing programs. Implements oversight systems, interdiction software, and audit processes to perform daily transaction monitoring and identify suspicious activity patterns. Being a Compliance Director (Banking) monitors activity and ensures adherence to Know your Customer (KYC) protocols and regulatory requirements for required filings and reporting. Leads investigations of suspicious activity to pursue corrective actions and ensure completion of required filings. Additionally, Compliance Director (Banking) maintains extensive knowledge of financial regulations, risk management best practices, and changing fraudulent trends to develop and implement appropriate compliance procedures. Delivers compliance training with up-to-date regulatory information and procedures to develop and guide well-informed staff. Typically requires a bachelor's degree. May have the Certified Anti Money Laundering Specialist (CAMS) certification. Typically reports to a director. The Compliance Director (Banking) typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Compliance Director (Banking) typically requires 3+ years of managerial experience.     Role Summary:

    The BSA Compliance Specialist is responsible for monitoring and assessing adherence to all local, state, and federal regulations, focusing on the Bank Secrecy Act (BSA), USA Patriot Act, Red Flags, money laundering, and the Office of Foreign Asset Control (OFAC). A strong emphasis is within account investigations and Suspicious Activity Reporting (SAR), including preparation of written reviews and filing of SARs in accordance with regulation and time limitations. Additionally, this position assists the team leader with developing policies and procedures to ensure activities conducted are in compliance with local and federal laws, rules, regulations, and industry best practices. The position requires the reviews of new business accounts to include complex structures, may audit data changes and other reports as requested and assists the team leader in developing solutions to a variety of problems. This person works under the general supervision of the Compliance Team Leader.

     

    What You Will Be Doing:

    1. Keep abreast of changes in applicable state and federal laws, regulations, and rules. Alerts the Compliance Team Leader of all changes and the potential impact to the Credit Union.
    2. Assist Compliance Team Leader with developing policies and procedures to ensure activities are conducted in compliance with applicable laws, regulations, and rules.
    3. Perform a variety of routine daily tasks; review reports and prepare correspondence. Utilize information systems as they relate to the needs, requirements and issues pertaining to regulatory compliance reporting in areas assigned including BSA/AML software. Monitor compliance, activities, and reports with respect to areas of assigned responsibilities.
    4. Analyze account activity and prepare required regulatory reports accurately, e.g., CTR and SAR reports in compliance with reporting timelines and reporting thresholds.
    5. Evaluate new business accounts, their risk level, the nature of the business, and monitor the accounts activities.
    6. Prepare and perform administrative support as necessary for completion of assigned tasks.
    7. Perform other job-related duties as assigned by the Compliance Team Leader and AVP of Compliance.
    8. Perform all duties and maintain all sensitive data with the highest standard of confidentiality and professionalism. Consistently display respect for all areas of diversity and levels of knowledge.
    9. Maintain a continuous study of applicable State and Federal laws to tasks assigned.
    10. Must understand and perform Bank Secrecy Act (BSA) functions as applicable to job responsibilities.
    11. Attend credit union training sessions, conferences, or seminars on and off site as approved by supervisor. Maintain awareness of policies and regulations related to duties and responsibilities. Obtain and maintain required certifications.
    12. Keep supervisor informed of key operating issues affecting areas of responsibility.
    13. Display leadership values such as mutual respect, trust, honesty and dignity, and act in the best interest of the credit union. Lead by example by displaying solid ethics and integrity at all times.
    14. Control risk and operate in a safe and sound manner.
    15. Participate in special department projects as requested.
    16. Act as a BSA compliance resource for the Credit Union.
    17. Assist AVP of Internal Audit with compliance audits and examinations as needed.
    18. Assist with the training of credit union staff as appropriate and be a resource to frontline staff in an effort to provide exceptional service to the members served.
    19. Perform ongoing support to the compliance team as needed by gathering records, information, and preparing written descriptions of events that pertain to the documentation of investigations and all aspects of compliance as appropriate.
    20. Participate in the testing of various software upgrades as assigned.

     

    About You:

    1. Understanding of methodologies for researching and analyzing compliance issues in an independent manner.
    2. Strong written communication skills to describe complex situations and/or activities to prepare and complete a quality and timely Suspicious Activity Report narrative.  
    3. Strong ability to read, analyze, and interpret a variety of regulations, laws, and technical procedures.
    4. Ability to balance priorities and complete tasks timely in a deadline sensitive environment.
    5. Excellent interpersonal and teamwork skills. Excellent listening skills and customer service attributes.
    6. Proficient in computer applications, reporting, and file/data systems, various forms of technology, including transaction processing systems, and case management applications. Research and analytical resources, and MS Office products or similar software. 
    7. Problem-solving skills, process improvement know-how, and ability to project ideas.
    8. Understanding of reporting requirements of various regulatory agencies.
    9. Understand money laundering and analyze account activity considering potential illegal AML activity. Construct thorough and logical written analysis of account activity.

    Qualifications


    What You Will Need:

    1. Bank Secrecy Compliance Specialist (BSACS) is required within 12 months.
    2. High school diploma or equivalent required.
    3. Three to five years of similar or related experience.
    4. Knowledge of concepts, practices, and compliance techniques for AML activity and for the credit union industry
    5. Ability to understand complex legal and regulatory issues and laws.
    6. Understanding of reporting requirements of regulatory agencies relevant to assigned tasks.
    7. Good communication skills both written and oral. Courtesy, tact, and diplomacy to be exercised while giving or obtaining information, building relationships, or dealing with staff and members.
    8. Some travel required to complete credit union training or approved professional training.
