Compensation and Benefits Supervisor leads a team in developing, implementing, communicating, and administering compensation and benefits programs, policies, and procedures. Supervises daily compensation and benefit operations including survey participation, job evaluation, salary structure development, base pay administration, incentive plan design and analysis, planning for health and welfare, retirement, and work life benefits. Being a Compensation and Benefits Supervisor coordinates with outsourced providers. May provide customer support to managers and staff with compensation or benefits questions. The Compensation and Benefits Supervisor supervises a group of primarily para-professional level staffs.     • Prepare audit of benefit awards; processing fiscal transactions-including one-time special payments and out of system payments to bring accounts to current status.
    • Make necessary payroll adjustments, including leave record adjustments, and input info into Personnel and Accounting systems.
    • Maintain a system of accounting records for all financial management system transactions within the Regional Office.
    • Ensure that vouchers are certified, appropriate documentation is attached, and the computations are mathematically correct having the authority to suspend or disallow payments when the criteria for payment is not met.

    Specialized Experience:

    To qualify at the GS-05 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-04) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) Entering requests into various systems; (2) assisting with timekeeping duties; (3) assisting with computing pay requests; (4) processing financial actions under strict supervision; AND (5) using payroll systems and actions required to input, correct, and obtain information under supervision.

    OR

    Applicants may substitute Undergraduate Education to qualify for grade GS-5. Applicants may substitute education for experience with the completion of a four year (120 semester hours or 180 quarter hours) course of study from an accredited business, secretarial or technical school, junior college, college, or university, or with having been awarded a bachelor's degree. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of college transcripts that demonstrate this information.

    Applicants may combine education and experience to qualify for grade GS-05. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-04. For example, an applicant who has 90 semester hours of undergraduate level education (i.e. 50% of the education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience), this would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

    To qualify at the GS-06 grade level: Applicants must have one (1) year of specialized experience, equivalent to the GS-05 grade level in the Federal or other services. Specialized experience for this position is defined as: (1) Computing pay requests through independent research of technical manuals; (2) processing recurring official pay adjustment documents; (3) using automated payroll systems and actions required to input, correct, and obtain information independently; (4) advising on pay systems in accordance with company guidelines/regulations; AND (5) providing technical advice to all levels of employees regarding payroll matters.

    There is no educational substitution at the GS-06 grade level

    To qualify at the GS-07 grade level: Applicants must have one (1) year of specialized experience, equivalent to the GS-06 grade level in the Federal or other services. Specialized experience for this position is defined as: (1) Performing quality reviews of pay request actions; (2) researching and troubleshooting unusual or one-of-a kind pay adjustments; (3) auditing and reconciling various advanced payroll reports; AND (4) providing senior-level technical advice to employees regarding payroll matters.

    There is no educational substitution at the GS-07 grade level.

    Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
