This position performs professional and technical work and is responsible for administrating, analyzing, evaluating, and supporting operations, procedures, and policies in the area of compensation and administration of benefits. Exercises initiative and independent judgment under the general supervision of the Human Resources Director.

Assigns, reviews, coordinates, and supervises work in the areas of compensation, benefits administration, wellness programs, and the general activities of front desk services.
Leads and coordinates the handling of compensation and benefit matters, including but not limited to, implementation and set up of the collective bargaining agreement provisions in the Human Resources module.
Assists department directors in the review and assessment of employee classifications; assists in reclassification when warranted.
Conducts surveys, including compensation, job specification, benefits, etc., of South Florida municipalities to gage the City’s competitiveness in the labor market.
Oversees the preparation, reconciliation and reporting of ongoing items related to benefits and compensation, including; medical billing, FMLA tracking and reporting, mandated yearly reporting (e.g. EEO-4 survey completion), and any other applicable regulatory agencies.
Administers ERP system’s setup and maintenance of benefits and compensation related items in coordination with finance and the Information Technology department.
Processes and advises employees on issues related to compensation and benefits administration. Researches and resolves associated employee problems as required; assists in the understanding and application of compensation and benefits, Human Resources policies and procedures, Personnel Rules and Regulations, labor agreements, FLSA, FMLA, and other applicable laws.
Reviews and corrects personnel and payroll-related documents (i.e., Personnel Action Forms) generated by departments. Implements premium payments, yearly contractual payments including uniform allowance, processes promotions and demotions, military leave supplemental payments, donation of leave program, and sick administrative leave program.
Oversees employee overpayments and sets up and collection of repayment plan agreements.
Oversees and monitors the City’s employee performance evaluation program. Ensures to notify departments bi-annually of all due evaluations.
Assists the director in managing unemployment compensation claims; investigates the validity of claims and manages the appeals process. May serve as the City’s representative at unemployment compensation appeals hearings.
Maintains and coordinates budget of city’s position control.
Oversees staff activities and wellness programs offered to employees.
Supervises support staff. Plans, directs, and assigns work regarding compensation, benefits functions, and implementation of wellness programs.
Coordinates the Human Resources functions of payroll with the Finance Department.
Provides training, assistance, and guidance citywide to administrative staff on all HR related departmental functions.
Serves as a liaison to technical staff within the departments of Information Technology, Finance, and other key operating departments.
Assists the Human Resources Director with special projects as required.
Studies and standardizes procedures to improve efficiency and effectiveness of compensation and benefits and related operations.
Conducts local government wage and benefit surveys/studies. Supervises and participates in the comparability and evaluation of data.
Confers with auditors and engages in periodic audit of City’s Human Resources transactions.
Performs other related duties as assigned.
Bachelor’s Degree in Finance, Public Administration, Business Administration, Human Resources, Management Information System, or other related field.
Professional in Human Resources (PHR) and/or SPHR certification preferred.
Five (5) years progressively responsible experience in handling compensation and benefits matters and other technical aspects integrating human resources and Information Technology.
Valid Florida Driver's License.
A comparable amount of training or experience may be substituted for the minimum qualifications.
