Compensation and Benefits Manager manages the design, implementation, administration, communication, and ongoing evaluation of the organization's compensation and benefits programs, policies, and procedures. Ensures that compensation and benefits programs support the organization's business objectives and meet all legal requirements. Being a Compensation and Benefits Manager develops and manages compensation and benefits budgets. Oversees compensation processes, including survey participation, job evaluation, salary structure development, base pay administration, incentive plan design and analysis. Additionally, Compensation and Benefits Manager manages benefits planning and programs including health and welfare, retirement, and work life. May select and manage outsourced providers. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Compensation and Benefits Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Compensation and Benefits Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     The Human Resources Coordinator is responsible for providing administrative support and performing a variety of Human Resources functions. This position ensures effective use of plans, policies and procedures and maintains positive employee relations.

    Essential Duties and Responsibilities

    • Provide new employees with an explanation of benefits and instruct them on enrollment and fulfillment procedures. Inform employees of changes to benefits structure.
    • Administrate COBRA, LOAs, FMLA usage, and other issues as required by our in-house regulations and legal requirements.
    • Assist employees with enrolling in medical, dental, and vision insurance plans.
    • Resolve employee issues with insurance providers and other benefits administrators.
    • Consult with employees about eligibility and other issues.
    • Audit our Vendor Health Invoices and account for missed deductions or any discrepancies.
    • Researches and compares incentive compensation plans offered by demographically comparable organizations; assess competitors’ plans and makes recommendations for enhancements or improvements required to keep the organization’s plans competitive and effective.
    • Completes records, reporting, and other documentation required by federal, state, and provider rules, regulations, and policies.
    • Conducts employee surveys, census, and other research and demographic efforts required to collect accurate quotes from benefit providers.
    • Monitors administrators’ and insurance carriers’ reports to ensure the organization’s compliance with plan requirements.
    • Ensures the organizations and plans’ compliance with the applicable provisions of COBRA, HIPAA, and ERISA.
    • Maintains knowledge of economic conditions, labor market, and other factors related to ensuring the organization provides competitive and reasonable benefits and compensation scales and structures.
    • Maintains knowledge of trends, developments, and best practices in compensation and benefits administration.
    • Submit and respond to benefit claims in a timely manner.
    • Process Medical Support Orders in a timely manner.
    • Administer post-termination benefit paperwork to include COBRA Administration.
    • ACA compliance testing.

    Qualifications

    • Bachelor's degree (B. A.) in Human Resources, Business Administration, or related field and one to two years related experience and /or training.
    • 1-3 years’ benefits administration experience with thorough knowledge of COBRA, HIPAA, and ERISA requirements.
    • Bilingual (English/Spanish) preferred.
    • Advanced proficiency with Microsoft Office Suite or related software.
    • Experience with Self-funded plans highly preferred.
    • Experience with large employer benefits (1,000 or more employees) highly preferred.
