Compensation and Benefits Manager manages the design, implementation, administration, communication, and ongoing evaluation of the organization's compensation and benefits programs, policies, and procedures. Ensures that compensation and benefits programs support the organization's business objectives and meet all legal requirements. Being a Compensation and Benefits Manager develops and manages compensation and benefits budgets. Oversees compensation processes, including survey participation, job evaluation, salary structure development, base pay administration, incentive plan design and analysis. Additionally, Compensation and Benefits Manager manages benefits planning and programs including health and welfare, retirement, and work life. May select and manage outsourced providers. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Compensation and Benefits Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Compensation and Benefits Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.      The Department of Social and Health Services (DSHS) and the Office of the Secretary (OOS) are looking for their newest Classification and Compensation Specialist to join our fast growing team. As a critical member of this virtual based team, you will help us in our quest to be a top-notch class and comp unit that is viewed as a strategic partner in meeting the needs of the Department.
     
     Some of What Will Keep You Busy
     
    • Based on advanced knowledge and expertise, serves as the expert on assigned classifications
    • Conducts desk audits to gain additional information about positions under review
    • Monitors legislation and perform bill analysis for potential impact on classification and/or compensation and HR in general
    • Collaborates with executives, managers, supervisors, and Business Partners to develop proposals
    • Provides interpretation of relevant RCW, WAC, Collective Bargaining Agreements, and DSHS Administrative policies and guidelines to DSHS staff and executive leadership.
     
    Who We Want As Our New Teammate
     Knowledge
     Bachelor’s degree with major coursework in human resources management, business administration, organizational management, or public administration, and five years of professional human resource experience, including two years performing allocations.  
     
    Additional professional level human resource experience may be substituted, year for year, for education.   Professional level HR experience is working full-time as a human resource professional as a generalist, specialist, or manager. 
     
    SPHR, SHRM-CP, or SHRM-SCP may substitute for one year of experience.

    • Ability to analyze, interpret and apply Washington State civil service laws, rules, and Collective Bargaining Agreements
    • Effective decision-making skills; ability to make independent decisions based on facts and criteria
    • Ability to be a self-starter; personal responsibility for the quality and timeliness of work
    • Ability to have big picture thinking while able to focus on details.
    • Highly developed interpersonal skills; ability to establish effective working relationships, to influence and communicate effectively when recommending and implementing statewide classification and compensation policies or decisions, and work cooperatively and collaboratively with others.
    • Customer service mindset; ability to build and maintain internal and external customer satisfaction with the services provided.
    • Embodies inclusiveness and recognizes the value of a diverse workforce, actively contributes to a work environment that embraces building relationships and partnerships.
