Ensures that compensation and benefits programs support the organization's business objectives and meet all legal requirements. Being a Compensation and Benefits Manager develops and manages compensation and benefits budgets. Oversees compensation processes, including survey participation, job evaluation, salary structure development, base pay administration, incentive plan design and analysis. Additionally, Compensation and Benefits Manager manages benefits planning and programs including health and welfare, retirement, and work life. May select and manage outsourced providers. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Compensation and Benefits Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Compensation and Benefits Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     POSITION SUMMARY

    The Department of Central Management Services’ Compensation Program is seeking to hire a Public Service Administrator to serve as the Assistant Compensation Manager. This position will ensure the day-to-day activities and services are being delivered with a high level of quality as efficiently and effectively as possible. The ideal candidate will be highly motivated, analytical, detail oriented, professional, able to work independently, problem solve, and capable of multi-tasking to perform complex, dynamic, and specialized professional duties related to employee pay and compensation provisions subject to the Personnel Code, Personnel Rules, Pay Plan, collective bargaining agreements, and/or other applicable regulations.     POSITION ESSENTIAL FUNCTIONS

    • Under administrative direction of the Division of Personnel Integrity Compensation Section Manager, serves as the Assistant Compensation Manager performing specialized duties in the field of compensation and other related personnel activities while managing the daily activities of the Compensation Section.
    • Conducts economic and statistical analyses.
    • Reviews and prepares analyses of Special Salary Requests submitted by client agencies to ensure compliance with CMS Pay Plan Rules and procedures
    • Serves as liaison to agencies, boards, and commissions regarding compensation issues, including agency-specific trainee programs, work schedules, overtime requests, and special salary requests.
    • Serves as full-line supervisor.
    • Conducts complex analytical, interpretive, and evaluative consultation and determination in the development and implementation of Agency-Specific Trainee Programs, and Work Schedules including the Intermittent Work Program.
    • Serves as technical advisor to CMS Labor Relations and Legal Services staff regarding overtime, pay and salary issues, work schedules, etc.
    • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

    MINIMUM QUALIFICATIONS

    • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
    • Requires prior experience equivalent to three years of progressively responsible administrative experience in the field of compensation or human resources for a public or business organization.

    PREFERRED QUALIFICATIONS

    • Prefers two (2) years of professional experience performing analysis of compensation matters, including creating and maintaining detailed pay plans for a variety of employees and categories. This includes performing complex mathematical calculations for purposes of representing cost increases/decreases and percentages.
    • Prefers two (2) years of professional experience conducting research, conducting analyses, displaying data analysis and data retrieval, and providing recommendations for the purposes of executive decision making.
    • Prefers two (2) years of professional experience reading, interpreting, and implementing the equivalent to the Illinois personnel code, personnel rules, pay plan, and collective bargaining agreements.
    • Prefers two (2) years of professional experience using systems including Microsoft Excel for the purposes of data and record tracking, data and record retrieval, data analytics, data reporting, data manipulation, and for maintaining official and legal personnel files and records.
    • Prefers two (2) years of professional experience meeting deadlines with a strong attention to detail and ability to utilize critical thinking skills while working independently.
    • Prefers two (2) years of professional experience communicating, both verbally and written, with internal and external stakeholders and partners.

    CONDITIONS OF EMPLOYMENT

    • Requires completion of a background check and self-disclosure of criminal history.
    • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
    • Requires the ability to travel for occasional labor conferences and/or meetings related to collective bargaining.
    • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
