Compensation Director is responsible for the design, implementation, and ongoing evaluation of the organization's compensation programs, including base pay, incentive pay, and performance management programs. Leads the compensation function and works with senior management to ensure that compensation strategy and programs support the organization's business objectives, meet all legal requirements, and deliver value and equitable pay. Being a Compensation Director develops compensation budget for assigned areas and manages budget after it is approved. Establishes data collection and analysis processes for market, pay equity, and other compensation studies. Additionally, Compensation Director may be responsible for entire organization or for one or more major segments of a larger organization. Requires a bachelor's degree. May require a Certified Compensation Professional (CCP) certification. Typically reports to a head of a unit/department. The Compensation Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Compensation Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • A Bachelor’s degree and eight years of experience in governmental operations, three years of which must be managerial.

    Substitution: Four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

    Knowledge of the Workers’ Compensation Law and the administration of workers’ compensation claims preferred.


    Duties Description
    Under the direct supervision of the Executive Director, the Deputy Director has overall responsibility for all aspects of Intergovernmental and Regulatory Services within the Workers’ Compensation Board, which includes the bureaus of Data Management, Diversity and Inclusion, Stakeholder Services and Risk Management. The incumbent develops and interprets policy, provides direction, advises the Chair and Executive Director on policy matters concerning Board programs, and serves as an advisor. As Deputy Director, the incumbent:

    • Functions as a key member of the executive team; works closely with the Chair/Executive Director; demonstrates a full understanding of all issues involved and has the complete confidence of the Chair and Executive Director.

    • Provides direction and oversight to the following bureaus:

    o Data Management & Analytics analyzes large amounts of data using statistical approaches which provide value-added, data-backed research to enhance the decision-making process for all organizational departments at the Board.

    o Internal Audit enhances and protects organizational value by providing risk-based and objective assurance, advice, and insight. The bureau helps the Board accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of governance, risk management, and control processes.

    o Diversity Equity and Inclusion helps shape and implement the Boards’ vision of a respectful and inclusive organization. The bureau works with the executive team to develop inclusive practices, policies, and programs that embrace diversity in all forms. They implement, evaluate, and monitor diversity and inclusion management and equal opportunity activities, and collaborate closely with the leadership team to advance the Boards diversity, equity, and inclusion (DEI) goals.

    o Intergovernmental Affairs serves as the Board liaison with various federal, State, local and private concerns as appropriate. The bureau represents the Chair and Executive Director before key stakeholders on programmatic objectives including the preparation of materials, speeches, documentation etc. and participates in public meetings and hearings as needed. Functions as a personal representative of the agency and is responsible for providing executive leadership.

    o Stakeholder Services assists injured workers at different stages of the claim process. The bureau provides resources and advocacy for quality-of-life hardships, financial dilemmas, and mental health concerns. Moreover, while ensuring a safe recovery following a work injury, they provide vocational assessments, rehabilitation referrals and job services to safeguard current and future employer-employee relations.

    • Undertakes special assignments for the Chair and Executive Director in relationship to the Board’s continuing review of mission, vision and core functions and maintains appropriate liaison with governmental and private concerns affected by such policy development.

    • Represents the Chair and the Board at external meetings with various federal, State, local and private concerns to discuss issues and programmatic objectives; prepares materials, speeches, documentation etc. and participates in public meetings and hearings.

    • Reviews performance of Bureaus and Offices in regard to ultimate objectives, efficiency and conformance with the policies and standards of the Chair and the Board.

    • Functions as a personal representative of the agency and is responsible for providing executive leadership.

    • This position is in the Exempt jurisdictional classification. Appointees serve at the pleasure of the appointing authority and the employment relationship can be altered at any time by either party.

    • M-5 Salary Range - $129,566 to $163,695
