    The Central WV Community Action, Inc. seeks a dynamic and talented Community Services Director to join its organization. The Community Services Director will lead a dedicated and motivated team, overseeing a diverse portfolio of grant-funded programs, including a well-utilized rural transportation program in Harrison County, WV. The new director must be a proponent of the agency’s mission and values and advocate for a high level of customer service as the agency administers case management services throughout the area. In addition, the Director will serve as a liaison to various community groups, funders, and guiding committees, working closely with the executive director to provide strategic direction as the program moves into the future. The successful candidate will get excited about making a difference in people’s lives and appreciate working in a fast-paced, mission-driven environment.

    .PURPOSE OF POSITION:

    Community programs and initiatives align with the agency's mission

    Community programs operate efficiently and effectively to meet customer needs, meet all compliance standards and best practices, provide accurate reporting, and meet operational needs.

    Program staff is trained, supervised, and coached to support program success and personal development.

    Positive partner relationships are developed and maintained to ensure strong coordination of services and reduce duplication of efforts.

    Customer tracking systems are developed and managed; data is accurate and analyzed for trend identification, program evaluation, and recommendations.

    Internal agency programs, policies, and processes are integrated to facilitate seamless customer service.

    Assist with community needs assessment and national organization standards.

    ESSENTIAL DUTIES:

    • Serve as a member of the agency's leadership team. Make program presentations to the Board of Directors as appropriate/requested. Actively contribute to developing and implementing the agency's strategic plan and adhering to national Organizational Standards.
    • Build partnerships with community stakeholders through in-person, telephonic, and electronic communication. Create and facilitate memos of understanding. Serve as agency liaison on various state-wide and/or CSBG initiatives.

    •Ensure the development of program policies and procedures that adhere to all legal and funder requirements and best practices. Successfully follow federal grant requirements.

    • Train, supervise, mentor, evaluate, and support program staff; conduct ROMA and other program-quality training for agency staff
    • Serve as LITT (and/or other customer data system) administrator; maintain and ensure accurate agency and customer records
    • Generate professional reports and communications
    • Develop and facilitate program advisory committee(s) as appropriate
    • Manage program operating budget
    • Lead development of community needs assessment, identify gaps in service, and pursue potential strategies to reduce need; analyze ongoing program data regularly
    • Community Services Director • Implement strategies for outreach to the general public and potential customers.
    • Drive to program sites, meetings, and training. Occasionally, travel outside the region to state-wide and national meetings and conferences.

    Other Qualifications

    • Demonstrated success in program planning and management, including experience with evaluation/tracking systems.
    • Experience with federal grants management preferred
    • Demonstrated success in cultivating relationships and/or building partnerships.
    • Familiarity with and sensitivity to the needs of specialized populations.
    • Maintain a high level of confidentiality and professional standards of conduct.

    SKILLS AND ABILITIES:

    Education

    •A BA/BS Degree is strongly preferred, and a Social Science or Public/Business Administration degree is preferred. Significant experience may be substituted for educational requirements.

    Experience

    • Minimum five years of closely related work experience required; minimum eight years of experience preferred.

    Computer Skills

    • Proficient with Microsoft Office and data entry programs

    Other Requirements

    • A valid driver’s license and proof of liability insurance
    • Acceptable pre-employment criminal background check, protective service record check, and substance abuse screening, among others
    • Regular physical examinations documenting job fitness,
    • Able to obtain relevant certifications such as Nationally Certified ROMA Trainer/Implementer and Certified Community Action Professional.
