JOB SUMMARY:
The Outreach and Enrollment Specialist is Community Health System’s representative providing assistance in determining insurance eligibility, enrollment rules and procedures, the range of qualified health plan options, and insurance affordability programs to those needing assistance. This position develops, implements, and coordinates a variety of outreach and enrollment programs designed to identify under-served population segments and provide assistance for accessing affordable insurance options under the Affordable Care Act (ACA) and Health Benefit Exchange (HBE). This role conducts specific outreach and community engagements to meet the needs of our underserved and vulnerable populations while maintaining privacy and security standards.
ESSENTIAL JOB FUNCTIONS:
- Conduct public education activities to raise awareness about coverage options available under Medicaid, CHIP and marketplace programs.
- Demonstrated ability to engage and enroll patients and others into appropriate marketplace programs (including badgercare). An average of 1,400 visits per year is expected.
- Provide health literacy information and assistance in a fair, accurate, culturally and linguistically appropriate manner to diverse communities.
- Provide referrals to any applicable office of health insurance consumer assistance or ombudsman established under Section 2793 of the Public Health Services Act to address consumer grievances, complaints, or questions about their health plan, coverage or a determination.
- Plan, develop, collaborate on, implement and maintain projects as assigned.
- Provide in-reach services to currently uninsured/insured health center patients, such as tabling and one-on-one interactions.
- Identify needs and advocate on behalf of patients.
- Provide internal provider and stakeholder education about enrollment options
- Follows all CHS policies, procedures, regulatory and legal requirements
- Completes required trainings on time
- Other duties as assigned.
PREFERRED QUALIFICATIONS:
Skills/Abilities
- Understand community engagement.
- Proactive networking ability, able to identify strategies and how to effectively promote CHS services to a wide range of diverse community members.
- MS Word /Excel experience required.
- Epic experience preferred.
- Attention to detail in composing, typing and proofing materials.
- Able to establish priorities and meet deadlines.
- Excellent communication skills.
- Demonstrated ability to prioritize multiple tasks, assignments and projects to meet established quality and time requirements.
- Ability to maintain a high level of confidentiality.
- Able to rapidly build rapport and maintain productive working relationships with clients and community members, having daily interaction with patients and community members.
Education
- High School Diploma or GED required.
- Associate degree in human services, health care or communication preferred.
- Maintains Certified Application Counselor certificate preferred, required after training period post hire.
- Bilingual preferred
- Bi-annual BLS Certificate required
Related Work Experience
- 1-3 years of experience in a healthcare setting with strong medical vocabulary preferred.
- Previous experience involving state and federal health care programs preferred.
