This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class.TYPICAL DUTIES & RESPONSIBILITIES: Assists customers applying for a variety of building permits and interprets permit requirement details; reviews permit application documentation prior to plan review submittal; processes permit applications and issues various types of building permits upon approval.Reviews plans for smaller projects and responds to routine technical inquiries; processes documents submitted for plan checks and submits to appropriate department; coordinates services with Public Works Department for issuance of water meters and sewer permits; provides plan check take-offs of projects; researches Building, Municipal and Zoning codes to assist with compliance interpretations. Assists in the preparation of files, documents, and blueprint plans for microfilming or electronic archiving; collects and assembles requested information for producing copies of existing document files.Answers telephones and responds to inquiries or directs to appropriate departmental staff; assists with ordering department supplies and makes staff appointments; types and composes various documents. Assists customers applying for a variety of building and planning permits and interprets permits; reviews building project plans as needed to facilitate compliance with applicable codes and ordinances. Prepares purchase orders; assists other departments, developers, owners, residents, and contractors with project plans. Assists walk-in customers at the counter with research, copying, building, and planning permits and answering questions.Coordinates and maintains the clerical functions of the department. Assists with the preparation/expenditure monitoring of the department’s annual budget. Assists with training of new and existing department personnel. Attends on behalf of the department, meetings with various committees and any other meetings that may require departmental representation as directed. Composes and types correspondence. Prepares confidential and special reports. Makes travel arrangements and agendas for employees attending departmental conferences, seminars, and meetings. Prepares and maintains department records. Prepares monthly, quarterly, and annual reports for various County, State and Federal agencies. Maintains and orders office supplies and equipment. Prepares and processes requisitions for purchase orders for the operation of the department. Provides unified coordination of all permit processing at the counter. Assists in the issuance of permits. Provides development fee estimates for developers submitting for new and proposed projects. Coordinates with the Water Billing Division regarding the issuance of water meters and sewer permits. Ensures that all applicable City, County and State requirements have been complied with prior to the issuance of permits. Responds to inquirers, both by phone and in person, regarding rules, procedures, and programs. Confers with architects, engineers, contractors, and members of the public in matters related to permit issuance requirements both in person and by telephone. Works effectively and courteously with the public and other staff members. Maintains the department’s permit management system. Assigns, issues, and maintains addresses within the City. Provides information to other City departments relating to development issues. Observes professional ethics in maintaining confidential information acquired in the course of employment with the City.May be required to work extended hours as needed. Performs other duties as assigned.SUPERVISION RECEIVED As determined by Department Director.SUPERVISION EXERCISED NoneCONTACTS AND RELATIONSHIP: All classes in this series have the majority of their interaction with the Public, Contractors, Developers, Vendors, City Departments and with other City employees.CLASS CHARACTERISTICS: Community Development Specialist is a multi-incumbent class in the Building & Planning Division of the Community Development Department. Incumbents perform a wide variety of customer service and clerical duties. Incumbents normally work under direct supervision but are also expected to work productively on an individual basis and/or in the absence of a supervisor. Based on experience and performance incumbents may advance to Senior Community Development Specialist at the discretion of the Department Head subject to budget availability.Senior Community Development Specialist is a class which also performs a wide variety of customer service and clerical duties. The Senior Community Development Specialist class is distinguished from the Community Development Specialist class by the performance of more difficult duties involving the exercise of a greater degree of responsibility, independent judgment, and initiative. The Senior Community Development Specialist class perform their duties with a limited amount of direction/supervision, are expected to solve most work-related problems independently.

    EMERGENCY SERVICES: All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster.
