Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Duties:
The Director of Community Development shall render to the Mayor and Township Council such reports, recommendations, drawings or other documents as may be required, at regular-stated intervals or on special request. The Director will be available for consultation and advice to all municipal officials and municipal boards or commissions and shall prepare and present to the Mayor and Township Council short- and long-range recommendations for the improvement of the Township in the areas within the functions and duties of the department.
Responsible for the oversight of the Divisions of Engineering, Zoning, Planning and Housing and Property Maintenance and the Division of Construction Services
Enforces zoning ordinances of the Township of Toms River
Keeps record of all applications for permits and of all permits and certificates issued with a notation of all special conditions involved
Files and safely keep copies of all proposed development plans submitted
Collects and record fees for zoning permits and flood letters
Prepares monthly reports for the Township Council summarizing all zoning permits and flood hazard letters issued by said Department, a copy of which shall also be given to the Tax Assessor
Directs and supervises the Township’s Community Development Block Grant Program and related activities
Supervises and directs all inspection services and inspection personnel of the Township
Qualifications:
Applicant should have familiarity and experience with zoning, affordable housing, redevelopment, economic development, and operations of both planning boards and zoning boards of adjustment. Experience in CDBG, CAFRA.
5 years’ experience in state, county, regional or municipal land use activities. Licensed engineer preferred.
