Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Community Development Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     The Project Development Department at National CORE is the bridge between Acquisitions and Construction. A National CORE Senior Development Manager is responsible for managing all aspects of the multifamily real estate development process. A Senior Development Manager is able to manage up to five projects and work under the direct supervision of the Vice President of Project Development.


    RESPONSIBILITIES

    • Financial Analysis: Prepare financial models used in structuring transactions. Prepare loan packages for project financing. Structure deal points and negotiate with existing and proposed financial partners.
    • Real Estate Closings: Manage real estate closing process, including all loan and equity funding.
    • Entitlement Process: Coordinate entitlement process through local governmental agencies.
    • Budget Administration: Prepare and maintain ongoing project budgets and manage the draw process.
    • Corporate Memory/Record Keeping: Maintain corporate memory for business points and financial structuring of each transaction in which he/she is involved. Provide office administrative staff with all closing and financing documents.

    EXPERIENCE

    The Senior Development Manager should have a minimum of seven years experience with:

    • Understanding, structuring and documenting and the acquisition and financing of multifamily development.
    • Understanding of specialized financing programs used in affordable housing.
    • Planning for and resolving project issues individually and in coordination with appropriate project team members and financial partners in a timely manner.
    • Preparing and updating proformas, project timelines and budgets.
    • Tracking and coordinating the work of project members and financi.al partners.

    The Senior Development Manager should have the ability to:

    • Be a team player.
    • Show initiative.
    • Write clearly and directly.
    • Must be comfortable making public presentations.
    • Work harmoniously with clients, consultants and other professionals.
    • Thorough knowledge of Microsoft software such as Excel, Project, PowerPoint, Word.
    • Manage multiple projects concurrently.
    • Must attend Company sponsored events which may include overnight stays at locations away from the employee's home.

    EDUCATION

    BS/BA - Bachelor of Science degree in Accounting, Finance, Planning, Real Estate, Business Administration or other Management related field.

    • Exposure to various types of weather conditions
    • Standing, walking, sitting
    • Driving to corporate, job sites, meetings and events
    • Some travel including occasional overnight stay
    • Operate computer and office equipment
    • Work is primarily sedentary in nature
